Localising aid involves increasing international investment and respect for the role of local actors, with the aim of increasing the scope, effectiveness and accountability of humanitarian action.
It is also a way of rethinking the humanitarian sector from the ground up, recognising that the overwhelming majority of humanitarian aid is already provided by local actors.
The Grand Bargain, launched at the World Humanitarian Summit in Istanbul in May 2016, is a unique agreement between some of the largest donors and humanitarian organisations, which have committed to putting more resources in the hands of people in need and improving the effectiveness and efficiency of humanitarian action.
Localisation has been at the heart of the IFRC's working model since its creation in 1919. The IFRC's vision is of a network of local organisations, Red Cross and Red Crescent Societies, working together to be as effective as possible and supporting each other in the most serious crises, all backed by the Federation Secretariat.
Support for the development of National Societies (SDSN) is a key means of strengthening the localisation of aid and supporting locally managed action.
The DSN aims to help National Societies realise their potential as effective local humanitarian actors and to establish and sustain a viable organisation capable of delivering relevant, high-quality and accessible services that meet the needs of communities, in full compliance with the Fundamental Principles of the Movement.
National Societies receive support to develop their governance and leadership, strengthen their core capacities and design and implement programmes that help the most vulnerable, including in emergencies.
Well-considered, long-term investment in the development of National Societies strengthens humanitarian impact, even in difficult, diverse and complex environments.
An IFRC page is dedicated to research on localisation
