Care Home Education and Training Evaluation (2017)
CPA were commissioned together with Sheffield Hallam University to undertake a analysis of the training and development issues that were prevalent within Care Homes in Doncaster. There was an overwhelming desire from the care homes to be involved with the evaluation. The care home sector welcomed the recommendations and Doncaster Council adopted them through an implementation plan undertaken by CPA........ Listening to the market.

The main findings of CHETE were as follows:
• Recognition on the part of the managers of the importance of having well-trained care staff throughout the care home and domiciliary care system
• Frustration with the current training system(s)
• 'Information overload' in keeping up with the various competing and occasionally contradictory demands of the commissioners and regulatory bodies (DMBC/DCCG & CQC)
• 'Decision-making fatigue' over 'wrestling' with the disparate delivery methods, quality and level(s) of training available
• 'Lack of clarity' over the choice of different courses & levels available and mapping this to the point above
• The logistical difficulties involved in sourcing and providing appropriate education & training for care staff
WHY - Carers are a profession that supports some of the most vulnerable people in society yet are often the most unsupported workforce in terms of investment in professional development. The purpose of the evaluation and subsequent report was to provide Doncaster Council and Clinical Commissioning Group with an understanding of education and training practice provision to inform their future strategic direction.
WHAT - A year long evaluation of 54 care homes and domiciliary care services, inclusive of all roles that make the rich tapestry of that workforce.
OUTCOME -
DONCASTER The provision of an accurate report gained through academic rigour and market sector intelligence. Doncaster Council and Clinical Commissioning Group (CCG) were then able to make informed decisions as to what education, training and the method of delivery was needed to future proof the workforce. A full implementation plan was developed and successfully executed by CPA.
WEST LEICESTER As Part of a Rapid Cycle Test to inform commissioners of the educational needs of care home staff. Using the same methodology as CHETE we provided a bespoke report to inform WLCCG of the education, training and the methods of delivery needed to support care staff. They fundamentally changed their strategic approach upon receipt of the report.
