CAMPAIGNING DISEASES AWARENESS AND PREVENTION TO STUDENTS AND THE COMMUNITY
The BPSU Health Services Unit actively advances health awareness and education through sustained information campaigns addressing common and emerging diseases such as dengue, influenza, acute gastroenteritis, and pulmonary tuberculosis. Recognizing the importance of preventive health practices, the unit develops comprehensive educational materials designed to inform, engage, and empower the university community. These initiatives aim to cultivate a culture of health consciousness, where students, faculty, and staff are well-informed about disease prevention, early detection, and proper management of common illnesses affecting the region.
As the heat index in Bataan remains under the extreme caution level and PAGASA continues to warn against possible heat-related illnesses such as heat cramps, exhaustion, and even heat stroke, the Health Services Unit also reminds everyone to stay hydrated and take necessary precautions. Moreover, the Unit extends its advocacy by raising awareness on other seasonal and summer-related diseases including conjunctivitis, chickenpox, and gastroenteritis. To reach a wider audience, BPSU produces and disseminates educational videos and infographics through its official social media platforms, ensuring that accurate and timely health information is easily accessible to both the university community and the public. BPSU Holds Basic Food Safety and Hygiene Seminar for Canteen Providers through ISPS Collaboration
Proper food handling and storage play a vital role in maintaining food safety, quality, and nutritional value. To promote safe food practices and prevent foodborne illnesses, the BPSU Health Services Unit organized a Basic Food Safety and Hygiene Seminar on April 25, 2024, at the AVR, URIDEC Building. The activity aimed to educate canteen providers, store owners, and food handlers within the campus on proper food handling, storage, and sanitation practices, especially during the summer season when food spoilage risks are higher.
The seminar was attended by canteen workers, cooks, food servers, and faculty members teaching food-related subjects. Ms. Lea F. Salas, Chairperson of Administrative Services, formally opened the program with her welcome remarks on behalf of the Campus Director. Ms. Lolita Enriquez Cruz, a BS Food Technology graduate from UPLB, served as the guest lecturer and discussed Republic Act No. 10611, also known as the Food Safety Act of 2013. She emphasized correct food preparation, handling, and storage, and the prevention of food spoilage and contamination.
Clinical Practicum and Community Immersion
BPSU collaborates with local health authorities to provide critical health services through health fairs, vaccination drives, and wellness seminars. A notable partnership involves the College of Midwifery, which engages in clinical practicums with Balanga City Health Offices and sub-health units, offering students hands-on experience while benefiting the local community. This collaboration reflects BPSU's dedication to community health improvement and education.
One great example of this collaboration is the conduct of a Clinical Practicum for the College of Midwifery headed by Prof. Monica Tanchiatco Hipolito - Dean of the School of Midwifery, together with Prof. Earl Meggan Suaberon - Program Head, Prof. Ruth Banzon – RLE Coordinator, Prof. Mercy Liza Cruz – Cluster Head and the entire Faculty of the College of Midwifery. This Clinical Practicum collaborates with the Balanga City Health Offices and sub-health units.
Prohibited Drugs, Anti-Smoking, and Alcoholism Awareness Program
On the 24th day of November in the year 2023, the Bataan Peninsula State University –Health Services Unit, Guidance Counseling Unit, and Scholarship and Financial Assistance Unit collaboratively conducted a Prohibited Drugs, Anti-smoking, and Alcoholism Awareness Program for select student scholars. This was in observance of November as “Substance Abuse Awareness Month”. The theme of the aforementioned program was “Let’s eliminate the stigma, show support, and intensify prevention efforts.”
Discussing the main part of the awareness event, the first guest speaker, Mr. Oliver S. Enriquez, shared an insightful presentation. The role of the provincial government of Bataan in the successful implementation of the Tobacco Free Generation Project, especially in the municipality of Balanga City was then highlighted. Moreover, Mr. Enriquez discussed points focusing on the harmful effects of smoking and alcoholism on individuals. Later on, the second guest speaker, Dr. Maila Rostrata, discoursed further insightful knowledge on the importance of adhering to preventive measures against drug abuse.

Sustaining BPSU's NSTP Tie-up with BGHMC in a Mass Blood Donation Drive in 2024
As part of its continuing advocacy for public health and volunteerism, Bataan Peninsula State University (BPSU) successfully conducted a Mass Blood Donation Drive on April 20, 2024, in partnership with the Bataan General Hospital and Medical Center (BGHMC) and the National Service Training Program – Civic Welfare Training Service (NSTP-CWTS). The initiative forms part of the university’s medical outreach efforts aligned with Sustainable Development Goal 3: Good Health and Well-Being, aimed at helping address the growing need for safe and adequate blood supply in the province.
The event drew an overwhelming response from both students and employees who willingly volunteered as blood donors. A total of 20 bags of blood were successfully collected, while five individuals were deferred due to health-related concerns, and three others were unable to complete the required volume due to blood clotting. Despite these cases, the overall outcome was highly successful, reflecting the university community’s compassion and solidarity with those in need of blood transfusions.
The activity’s success was made possible through the generous support of the university administration, dedicated faculty and staff, and committed student leaders who ensured the smooth facilitation of the event. Their collaboration with BGHMC medical personnel exemplifies BPSU’s enduring commitment to social responsibility, volunteerism, and community partnership. Through such initiatives, the university continues to play an active role in promoting health, saving lives, and fostering a culture of care within and beyond the campus.
BPSU-BGHMC Mass Blood Donation Drive in 2023
The Bataan Peninsula State University Main Campus and the Bataan General Hospital joined hands recently on the previous Mass Blood Donation Drive that was held last September 25, 2023, at the “Sari Gamit” Covered Court. This narrative will take you on a journey throughout the experiences of the said event.
The Mass Blood Donation Drive was initiated to help maintain a sufficient blood supply at Bataan General Hospital by collecting an additional blood donation from the university’s community. A letter was sent to the Health and Service Unit requesting assistance on the blood donation event. The Blood Donation Drive was organized in collaboration with the National Service Training Program Office. With the help and support of Professor Melinda Aberin the NSTP Director, NSTP students were encouraged to engage in a noble cause of helping needy patients who need blood transfusion during critical medical situations.
The impact of the Bataan Peninsula State University Main Campus – Bataan General Hospital Mass Blood Donation Drive is profound. The blood collected goes on to save lives in Bataan General Hospital, especially for patients facing critical medical conditions. The event also fostered a sense of unity and belonging among the members of the University Community and to reminded them that we have the power to make a difference in the lives of others even in the simplest of ways.
NATIONAL COLLABORATIONS
In partnership with the Philippine Red Cross, BPSU supports health-related outreach programs. In September 2023, BPSU’s Main Campus and the Bataan General Hospital organized a Mass Blood Donation Drive at the “Sari Gamit” Covered Court, collecting blood donations to aid local hospitals. This event underscored the university’s commitment to community well-being and solidarity, emphasizing the role of educational institutions in public health advocacy.
BPSU Conducts Basic Life Support and AED Training to Strengthen Emergency Preparedness
From April 29 to May 3, 2024, the University Disaster Risk Reduction and Management Services Office (UDRRM), in partnership with the Philippine Red Cross, conducted a four-day Basic Life Support (BLS) with Automated External Defibrillator (AED) Training at the 3rd Floor, Learning Information Services (LIS) Building, BPSU Main Campus. The program aimed to equip participants with essential life-saving knowledge and practical skills crucial for responding effectively during medical emergencies.
Throughout the intensive four-day training, participants learned the fundamentals of First Aid, Cardiopulmonary Resuscitation (CPR), AED operation, and basic trauma management. The sessions combined lectures, demonstrations, and hands-on exercises to ensure that participants gained both theoretical understanding and practical competence. Beyond technical proficiency, the training underscored the importance of calm, coordinated action and teamwork in life-threatening situations.
The activity concluded successfully, thanks to the dedication of the Philippine Red Cross trainers and the active participation of BPSU personnel and students. Such initiatives play a vital role in strengthening the university’s commitment to community resilience, safety awareness, and disaster preparedness, empowering individuals to respond confidently and compassionately in times of crisis.
THE HEALTH BEYOND BAR PROGRAM: A PRESIDENTIAL LINGKOD BAYAN AWARDEE
Launched in 2014 by BPSU’s President, Dr. Ruby S. Matibag, the Health Beyond Bars (HBB) program focuses on improving healthcare access for inmates in jails across Regions 3 and 4A. This program provides essential health services, reducing the prevalence of communicable diseases and educating inmates on personal health management. The success of this program is reflected in the university’s recognition for its impactful community service efforts, exemplified by Dr. Matibag’s 2024 Presidential Lingkod Bayan Award.
Dr. Ruby Santos Matibag, the University President of Bataan Peninsula State University (BPSU), whose recognition as an Outstanding Government Worker and a 2024 Presidential Lingkod Bayan Awardee for the Health Behind Bars Program. The program exemplifies the university’s commitment to impactful education and community service, successfully transforming the health and quality of life for persons deprived of liberty (PDLs) over the past decade. The program was expanded from a single jail facility to over 25 jails across Regions 3 and 4A.
The program offers an array of seminars/webinars educating the PDLs on personal health management. Various seminars on Lung Health, Drug Awareness, an Kidney Health are some of the activities being brought upon by the program. The Health Beyond Bar program has made substantial strides in improving the health of inmates by providing essential medical services, reducing disease prevalence, and enhancing health literacy. Through its comprehensive approach, BPSU's initiative not only addresses immediate health needs but also contributes to the long-term rehabilitation and well-being of incarcerated individuals.
2024 MILESTONES OF HEALTH BEYOND BARS
BPSU’s Health Beyond Bars Program: Advancing Inclusive Health Interventions within Correctional Facilities
The Bataan Peninsula State University (BPSU), in line with its institutional commitment to social transformation and inclusive community engagement, has continually strengthened its Health Beyond Bars Program as a strategic extension initiative dedicated to promoting the health and well-being of Persons Deprived of Liberty (PDLs). Rooted in the principles of human dignity, social justice, and public health equity, the program aims to deliver sustainable and rights-based health interventions to marginalized populations within correctional facilities.
In 2024, the program attained significant milestones that underscore its multidimensional impact on both health promotion and correctional rehabilitation. One of its major accomplishments was the successful conduct of the Jailympics, an organized sports and wellness initiative designed to foster physical health, mental resilience, and positive social interaction among PDLs. By encouraging active participation in structured recreational activities, the Jailympics provided a platform for promoting holistic rehabilitation, reducing stress levels, and enhancing interpersonal dynamics within the jail setting.
Equally notable was BPSU’s active engagement in the National Correctional Consciousness Week, during which the program led a series of educational and advocacy activities intended to deepen public understanding of the conditions, rights, and rehabilitative needs of incarcerated individuals. This initiative highlighted the crucial role of collective societal responsibility in supporting restorative justice and facilitating the successful reintegration of PDLs into their communities.
A key public health intervention was the administration of the Pneumonia Vaccine to PDLs in Guagua District Jail (Pampanga) and Marilao District Jail (Bulacan). This targeted health campaign responded to the heightened risk of respiratory illnesses in congested correctional facilities, contributing to the reduction of preventable morbidity and promoting a healthier and more resilient correctional environment. This undertaking was made possible through inter-agency collaboration with the Bureau of Jail Management and Penology (BJMP) and local health units, demonstrating the value of partnerships in delivering responsive and equitable health services.
The program’s sustained excellence in public service was nationally recognized when it received the Presidential Lingkod Bayan Award, one of the most distinguished honors conferred by the Philippine government upon individuals or groups who have made exceptional contributions with far-reaching national impact. This recognition affirms BPSU’s innovative and compassionate approach to correctional health care and its strategic alignment with national development goals on inclusive health and human rights.
Through these accomplishments, the Health Beyond Bars Program continues to exemplify BPSU’s enduring commitment to equitable health service delivery, transformative extension work, and the promotion of human dignity. By extending its reach beyond academic walls and into spaces of social marginalization, the University reinforces its pivotal role as a knowledge institution that not only educates but also actively contributes to nation-building and social justice.
Health Beyond Bar: Drug Symposium
On May 4, 2024, Bataan Peninsula State University (BPSU) conducted a meaningful extension project under its Health Beyond Bar initiative with the Drug Symposium, held via Google Meet for participants from correctional facilities in Regions III and IV-A. The activity aimed to educate and empower attendees about the dangers of drug abuse, preventive measures, rehabilitation strategies, and local support systems, fostering collaboration to address drug-related challenges within communities.
The program began at 8:00 AM with inspiring opening remarks from University President Dr. Ruby B. Santos-Matibag, who highlighted BPSU’s dedication to extending health and educational services beyond traditional settings. The guest speaker, Mr. Jay Mark Sinag, Program Head of the Bachelor of Physical Education at BPSU Orani Campus, delivered a comprehensive lecture covering the physiological, psychological, and social impacts of drug abuse. His interactive approach encouraged participants to engage actively, share experiences, and ask questions, enriching the learning experience.
The symposium concluded with closing remarks from Prof. Meyan Rose Malabanan, Associate Director of the College of Allied Health Sciences, who emphasized the importance of continuous education and cooperation in building healthier, safer communities. The full-day event was well-received, leaving participants equipped with practical knowledge and a stronger sense of responsibility in combating drug abuse.
Health Beyond Bars: Flu Vaccination Drive at BDJ Facility
On January 13, 2025, Bataan Peninsula State University (BPSU) successfully conducted a “Health Beyond Bars” Flu Vaccination Drive at the BDJ facility, providing preventive healthcare services to both Persons Deprived of Liberty (PDL) and facility personnel. The activity aimed to enhance immunity, reduce the risk of influenza outbreaks, and promote overall health and well-being within the communal living environment.
The vaccination drive, led by clinical instructors Ma. Elinor Soriano, Ruth Banzon, Mercyliza Cruz, Abigael Balderama, Ma. Florenda Sy, and Maria Karina Carlos, was carried out in the male and female dormitories. In total, 154 individuals were vaccinated, including 104 male PDL and 4 personnel, and 36 female PDL and 10 personnel. Participants underwent pre-vaccination screening and were briefed on the importance and benefits of the flu vaccine, ensuring safety and preparedness throughout the process.
The event achieved 100% coverage of eligible participants, demonstrating effective collaboration between healthcare professionals and correctional facility management. Participants expressed gratitude for the initiative, recognizing its role in safeguarding their health. The success of this drive highlights the significance of preventive healthcare in correctional facilities and serves as a model for future health programs. Recommendations include regular vaccination drives, complementary educational sessions on hygiene and preventive care, and continued partnership with healthcare providers to maintain a safe and healthy environment for all.
Health Beyond Bar: Dental Hygiene Seminar and Kit Distribution at Bataan District Jail
On March 9, 2024, Bataan Peninsula State University (BPSU), through its Health Beyond Bar extension program, conducted a Seminar on Dental Hygiene and Distribution of Oral Hygiene Kits at the Bataan District Jail. In coordination with the Philippine Dental Association (PDA) and the Philippine Nurses Association (PNA), the initiative aimed to raise awareness about dental health, equip Persons Deprived of Liberty (PDLs) and jail personnel with essential oral hygiene tools, and promote overall well-being within the correctional facility.
The seminar was led by distinguished dental practitioner Dr. Karen de Pano, who provided engaging lectures on proper tooth brushing techniques, the importance of regular dental check-ups, and preventive measures against common dental issues. Following the presentation, participants underwent free dental check-ups, ensuring individualized attention and guidance. From 1:00 to 5:00 PM, each PDL received an oral hygiene kit containing a toothbrush, toothpaste, and dental floss, enabling them to practice proper dental care within the facility. The recipients expressed gratitude for both the knowledge shared and the practical tools provided, demonstrating genuine interest and engagement throughout the program.
This initiative highlighted the positive impact of collaborative community health programs between BPSU, correctional facility staff, and professional healthcare associations. Jail personnel noted improvements in inmate awareness and motivation toward preventive dental care. However, some challenges were observed, such as limited access to regular dental services and specialized treatments within the jail. To address these gaps, it is recommended to establish regular dental check-up schedules, train personnel on basic oral hygiene promotion, and collaborate with local dental providers for specialized care.
Through this seminar, BPSU reinforced its commitment to holistic health promotion and social responsibility, extending meaningful support to vulnerable populations and fostering healthier practices even in challenging environments.
WELLNESS PROGRAMS & SHARING OF SPORTS FACILITIES
BPSU promotes physical fitness and mental well-being through various sports events, fitness classes, and wellness activities. The GILAS PENINSULARES: BPSU Uniwide Games 2023 brought together athletes from all campuses, providing a platform for students to engage in physical activity and showcase their athletic talents. Such programs reinforce the importance of maintaining a healthy lifestyle as part of the university experience.
The university’s sports facilities, including covered courts, volleyball courts, fitness gyms, and track and field facilities, are accessible to students and the local community. These facilities serve as venues for training local athletes, supporting community activities, and promoting physical wellness. For instance, the Orani Campus Sports Complex is utilized for athlete training before regional competitions like the Central Luzon Regional Athletic Association (CLARAA) Meet. This open access to facilities strengthens community ties and fosters a culture of fitness and well-being.

SOCIAL AWARENESS ON HIV-AIDS IN COMMEMORATION OF WORLD AIDS DAY-2024
On December 2, 2024, BPSU Abucay Campus joined the global observance of World AIDS Day 2024 with the theme “Take the Rights Path: My Health! My Right!” The event aimed to show support for people living with HIV and to honor those who have lost their lives to AIDS-related illnesses.
The activity was spearheaded by the Health Services Unit of Abucay Campus, headed by Dr. Gracelle Ann D. Malungcut with Nurse Hazel V. Gonzales, as part of the university’s continuing advocacy for public health awareness. During the observance, red ribbons—symbolizing compassion, awareness, and solidarity—were distributed to students, faculty, and staff to wear proudly throughout the day. After the flag-raising ceremony, administrators, faculty members, and personnel posed for a group photo and recorded short video messages expressing their commitment to creating an AIDS-free society.
HIV/AIDS remains a significant global health concern, affecting millions of individuals and communities worldwide. The awareness campaign seeks to educate the public about HIV transmission and prevention, promote early testing, and encourage empathy and understanding to combat stigma. Through continuous education, advocacy, and community engagement, BPSU reaffirms its support for Sustainable Development Goal 3 (Good Health and Well-Being) and envisions a future where HIV is no longer a public health threat.
In line with this, last December 6, 2024, HESU in collaboration with Sustained Health Initiatives Philippines Inc. (SHIP) and POSE: House of Iris, conducted a project entitled, “Rainbow Project Red” with the main objectives of increasing awareness about Human Immunodeficiency Virus (HIV), encouraging voluntary testing, and educating the Balanga Campus Community about prevention, treatment option and importance of early detection therefore reducing the stigma, increase the knowledge, and promote better health practices surrounding HIV.
ACCESS TO SEXUAL AND REPRODUCTIVE HEALTHCARE SERVICES
Access to sexual and reproductive healthcare is a priority for BPSU, with the university’s Health and Services Unit (HESU) providing essential services for students. During International HIV/AIDS Awareness Month in December 2023, BPSU's Abucay Campus Health Services Unit organized programs to mitigate the spread of HIV/AIDS. The campaign included talks on HIV/AIDS transmission, clinical symptoms, complications, and preventive measures, fostering awareness among the student body about critical sexual health issues.
From October 21–25, 2024, Bataan Peninsula State University (BPSU) came together in a week-long celebration of Mental Health Awareness Month, highlighting the importance of emotional well-being, empathy, and self-care within the university community. The event featured a series of interactive workshops, wellness sessions, and educational talks designed to promote understanding, reduce stigma, and encourage open conversations about mental health.
Throughout the week, students, faculty, and staff actively participated in mindfulness exercises, creative expression activities, and dialogue sessions focused on stress management and mental resilience. The initiative fostered a supportive environment where Peninsulares were reminded that mental health is not just a topic for one week—but a shared priority every day. The celebration strengthened BPSU’s commitment to building a compassionate and inclusive community that uplifts, empowers, and cares for one another.
Mental health is very important in all stages of our lives, from childhood and adolescence to adulthood and even old age. Mental health is the state in which an individual functions at a satisfactory level of emotional and behavioral adjustment. It affects the way we think, act, and feel. As we are living in the present circumstances, and we frequently hear suicide incidents caused by mental health issues happen on all ages most especially teenagers, we hope to not encounter events like that in our institution.
Recognizing the importance of mental health, BPSU conducted a Mental Health training on September 8, 2023, in collaboration with the Mariveles Mental Wellness and General Hospital. The training, themed “Mental Health Awareness and Suicide Risk Assessment and Management”, was organized by the BPSU Disaster Risk Reduction and Management Services Office and the Health and Safety Unit. This initiative aimed to enhance mental health literacy and equip participants with strategies to address mental health challenges effectively.
The Guidance and Counselling Services facilitated the “Mental Health and Suicide Prevention Seminar” on October 10, 2023, at BPSU Balanga Campus in support of the celebration of Mental Health Month.
Also, as a part of BPSU’s Mental Health Awareness Campaign, the College of Allied Health and Sciences established a Suicide Prevention Hotline for those who are in crisis and experiencing signs of suicide.
In compliance with local ordinances and national regulations, BPSU implemented a Smoke-Free University Policy in 2015. This policy is in support of City Ordinance No. 09, Series of 2016 and aims to foster a smoke-free environment within a three-kilometer radius around the campus. Through this policy, BPSU reinforces its dedication to creating a healthy, tobacco-free environment for students, staff, and visitors.
In line with the World Health Organization’s (WHO) global observance of World Mental Health Day 2024 with the theme “Mental Health at Work,” the Bataan Peninsula State University (BPSU) joined the worldwide call for mental well-being in the workplace last October 10, 2024.
This meaningful initiative centered on BPSU’s teaching and non-teaching personnel, recognizing their vital role as the backbone of the University’s mission to empower change drivers for the nation. The celebration served as both a reminder and a message of gratitude — that every member of the BPSU community is valued, supported, and essential to the University’s continuing pursuit of excellence.
Through simple yet heartfelt expressions of appreciation and solidarity, the event emphasized the importance of mental wellness, compassion, and collective support in sustaining a healthy and productive work environment. BPSU’s observance of World Mental Health Day 2024 reaffirmed its commitment to fostering a workplace culture where empathy, resilience, and togetherness thrive — ensuring that no one in the community feels alone in their journey.
In October 2023, BPSU’s Guidance and Counseling Services hosted a Mental Health and Suicide Prevention Seminar to mark Mental Health Month.
