Language access means providing individuals who identify as speaking a Language Other Than English (LOTE) or have any communication related disability with reasonable access to the same services as English-speaking individuals.
The Office of Language and Communication Access (OLCA) strives to empower speakers of all languages and communication abilities to receive the full spectrum of services offered by the City of Boston and play a critical centralized role in decision making.

All COB departments’ programs, services and activities must be accessible to LOTE (languages other than English) individuals and persons with disabilities at no cost to the residents.
* Please note LCA training sessions are for City of Boston departments; quasi-City departments should follow their language access plan and process. For example, Boston Public Schools staff should follow the BPS language access process, and contact languageaccess@bostonpublicschools.org with any questions.
Language Standards
For City Wide interactions, departments must include a notice informing constituents of their resources for interpretation in the following 11 threshold languages:
Spanish (Latin America) 7. Portugese (Brazilian)
Mandarin 8. Russian
Haitian Creole 9. Arabic
Vietnamese 10. French (European)
Cabo Verdean Creole 11. Somali
Cantonese
Vital documents and information are critical for constituents to understand and participate in your department’s programs and services. The City will have vital documents and information translated into the 11 threshold languages. Vital documents that are not yet translated due to a financial constraint will include a Babel Notice , which informs constituents how they can request the translation of the vital document.

About the Dashboard
The Departments of Language & Communications Access (LCA) and Analytics developed a dashboard to provide an overview of language accommodations provided by the City of Boston and related spending.
The dashboard shows data for on-demand interpretation and for accommodations requested by City departments. On-demand interpretation refers to a type of language service available to residents that provides instant access to professional interpreters via phone or video. Accommodations requested by departments include translation of documents, interpretation at events, and Communications Access real-time (CART) captioning.

LCA provides four primary types of language accommodations: interpretation, translation, CART, and American Sign Language (ASL)
The 4 boxes show the number of requests placed for each accommodation in any given fiscal year
The boxes in light blue show totals for all 4 accommodations

Top 10 most requested languages with the count of the language
