We are not able to delete or offload the Messages app from the iPad. However, we can disable iMessages from the iPad. This will stop the usage of iMessages. 

If you have inserted a SIM card, you need to remove it to stop the full use of Messages. When using 3G/4G, you can still send SMS/MMS.
