No. Only users assigned in your Schedule Privilege (found at the bottom of your Zoom settings at zoom.us) can join meetings before you have started them. Users who do not have that privilege will wait on a page that informs them that the meeting hasn't been started yet. Any users listed in your schedule privilege setting can join before you and admit participants.

City Schools recommends Zoom for all virtual, synchronous instruction in order to provide a consistent experience across schools and grade levels for both students and families. Using a platform other than Zoom due to teacher preference can cause confusion and frustration for users expected to navigate multiple platforms.
In the event that there is a Zoom outage, the district wants to ensure that instruction continues without disruption. There are several options that teachers can use to ensure that live sessions can be held even if Zoom is unavailable.
The first recommendation is to use Google Meet. Meet is available for teachers as either an app in the G. Suite app switcher or it can be accessed directly through your Google Classroom. Details can be found on the Continuity of Learning Plan.
After about a minute of the teacher dropping from the meeting, the entire Zoom meeting pauses and sends all participants to the waiting room until the teacher returns. When the teacher resumes the meeting, they admit students back into the meeting.
There are 2 options for this process. The first, and easiest, is to have the parent or guardian log in with the student's Zoom account to access a scheduled meeting.
The second option is that you can use the guest access approach found in this FAQ and create a meeting that requires registration.
Note that these options will only work for meetings with less than 300 participants. For larger meetings, see the related FAQ below.
There are times when teachers will want to invite a guest speaker. To do this and to allow them to access Zoom, please first make sure the guest has a Zoom account. This can be any account (personal, with their organization, etc.). Then when the teacher schedules the session, they should select the Guest Authentication link to allow the guest to join. Students should still be directed to log in with their district account.
There are several options for authentication when hosting a Zoom meeting.
All City Schools and Charter Schools
Employee or student must login with their school email address and password.
Guest Authentication
Anyone with a school or personal Zoom account can attend the meeting.
Select this for Student Online Classes
Only an employee or student whose email address ends in bcps.k12.md.us or bcpss.org can attend.
Outside of City Schools Domain
Only employees or students at the following schools can attend once they've logged into their school Zoom account:

The district has 3 licenses that are available for 300-500 participants, and 1 license available for greater than 500 participants. Log into Zoom on your primary device with your City Schools account. Then, go to Meetings and start your live session. Then, on a phone, second device, or from the web, log in again with your City Schools account and go to Meetings. Then, instead of the Start button, you should see a Join button. Click that and join the meeting. We recommend you turn sound off on the second device so that you don't get feedback or echo.
Everyone that joins your meeting, unless you’ve added “alternative hosts” when you created the meeting.
Students log into Zoom via the Clever portal. Then, they find the Zoom meeting link shared to them. The recommended location for posting Zoom meeting links is Google Classroom.
