A player is obstructing if they are standing within 90cm (3 feet) of their opponent with the ball and they attempt to defend or intercept the ball.
However, if the player with the ball steps closer and reduces the distance, the defender is not penalised.
A defender is allowed to stand within 0.9m of the player with the ball if they are not interfering with the pass or shot — but they must not try to deflect or intercept the ball from that closer distance, or use a teammate (e.g. lifting them) to gain advantage.
Distance is measured from the nearest part of the landing foot of the player with the ball to the nearest part of the opposing player’s nearer foot in contact with the ground.
If a player is within 0.9m (3 feet) of an opponent (measured from the nearest foot on the ground), they can stretch their arms to:
Catch, deflect or intercept a pass (or fake pass)
Catch, deflect or tap a rebound from a missed shot
Briefly signal for a pass or show where they plan to move
However, if a player is within 0.9m (3 feet) of an opponent without the ball, they must not use their arms to stop or restrict that opponent’s movement.
Sanction for obstruction infringements: Penalty Pass where the infringer was standing unless this places the non-infringing team at a disadvantage, in which case the penalty will be taken where the obstructed player was standing.
