A goal is scored when the Goal Shooter (GS) or Goal Attack (GA) shoots from inside the goal circle (including the lines that bound the area) and the ball goes above and completely through the ring.
When shooting for goal a player must:
have no contact with the ground outside of the goal circle while catching or touching the ball - they can pick up or roll the ball from the goal third outside the goal circle but cannot touch the ground.
shoot within 3 seconds
obey the footwork rule.
A defending player must not:
move the goalpost to interfere with a shot at goal.
touch or deflect the ball on its downward flight towards the ring, including reaching up through the ring.
The umpire signals a goal by raising one arm vertically.
If a shooter shoots a goal from outside of the circle (for example they have one foot over the goal circle line):
Sanction: Free pass from outside the circle
Terminology: Incorrect shot at goal
If a defender moves the goalpost and interferes with the shot at goal or they deflect the ball as it moves down into the ring:
Sanction: Penalty pass
Terminology: Interference with shot
If the whistle for TIME is blown after the shooter releases the ball and the shot goes in, the goal counts.

If the siren for ‘TIME’ is sounded after a whistle for a Penalty Pass to be taken by the attacking team, the umpire ends the quarter/game and then extends time so that the GA or GS can take the penalty pass.
This means that the umpire:
blows their whistle to end the quarter/game
asks players to remain on court
allows the shooter to take a shot at goal.
