Read Naturally is a wonderful Fluency Program.  There is a version online that you can do at home for $8 a month per student and will really help with reading fluency.  Students will still need to do a phonics and decoding program to make a comprehensive program, but this also includes reading comprehension.  The website is:  One Minute Reader Home
