The members of the Broughal Music Parents Organization (BMPO) would like to welcome you and your student to Broughal Middle School. If your child plans to participate in the Band, Band Front, Southside Singers, Orchestra, or Jazz Band, we would like to encourage you to join the BMPO and the Parent Teacher Organization (PTO).
The role of the BMPO is to provide support to the students of Miss Putlock, General Music/Choral Director, and Mr. Stoltz, Instrumental Music Director, in an effort to enhance their musical experience. Fundraising and volunteering in the classroom and on trips are the major emphases of the organization. Through fundraising, we are able to provide additional resources and equipment for the music department. We are also able to provide pizza parties and a number of gifts and awards.
It is a fun and rewarding experience, so please consider joining the Broughal Music Parents Organization! BMPO meetings are held at 7:00 PM, on the first Thursday of each month at Broughal Middle School or virtually via Zoom.

Article I - Name
The name of this organization shall be called the Broughal Music Parents Organization (BMPO).
Article II - Objective
This organization was established to promote the general welfare of the music department by supporting the district, school, and music department philosophies and policies. This organization serves as a supportive group working to enhance and labor with the district, school, and music director(s).
Article III - Membership
The membership of this organization shall not be limited. Parents of students in the Music Department of Broughal Middle School shall be considered active regular members. All other persons who are interested in the progress and development of the Music Department at Broughal Middle School and are in agreement with the organization as defined in ARTICLE II of the Constitution shall be eligible for associate membership.
Article IV - Officers and Elections
Section 1: Officers shall be President, Vice President, Secretary, Treasurer, and Historian.
Section 2: All officers shall be elected by this organization at the regular May or June meeting in the manner designated by the By-Laws.
Article V - Meetings
The organization shall meet at such time and place as may be fixed in the By-Laws.
Article VI - Amendments
The Constitution and By-Laws may be amended by a simple majority vote of the members present at a regular meeting. The Amendment must be presented in writing at the preceding regular meeting of the organization.
Article I - Duties of the Officers
Section 1: The President shall preside at all meetings of both the general organization and of the executive board, appoint all committees, chair the Nominating Committee, shall be ex-officio member of all committees, and shall perform all other duties usually pertaining to the office.
Section 2: The Vice-President shall preside in the absence of the President, assist the President and other officers, run Fundraisers, and chair the Donations Committee.
Section 3: The Secretary shall keep a correct record of the proceedings of all meetings, act as press correspondent, and co-chair the Volunteer Committee. At no less than one meeting during the year the Secretary will make the By-Laws available to all members and review the By-Laws to propose any revisions.
Section 4: The Treasurer shall keep an accurate record of receipts and expenditures, evaluate student accounts, communicate account balances to students and their families, and co-chair the Volunteer Committee. In addition, the Treasurer shall be responsible for presenting all year-end records for internal audit and shall perform such other duties that may be delegated to him/her.
a) The President shall appoint a committee to audit the Treasury annually.
b) Any amount in excess of one hundred dollars ($100.00) for a project not approved by the organization shall be paid only with the approval at a meeting of the organization.
Section 5: The Historian shall collect artifacts annually to be entered in a scrapbook to record the events of the year.
Article II - Elections
Section 1: A Nominating Committee, to be appointed by the President at the regular March meeting, shall present a recommended slate of officers, consisting of one name per office, at the regular April meeting. The consent of each candidate must be obtained before his/her name may be placed in nomination. Additional nominations may be made from the floor at the regular meeting in which elections are held.
Section 2: A vacancy occurring in an office shall be filled by a vote from the members of this organization following nominations from the floor.
ARTICLE III - Term of Office
Section 1: Officers shall serve for a term of one year and shall assume office on June 1st.
Section 2: If an officer cannot fulfill their duties and/or are absent for three concurrent meetings, a vacancy will be posted at the fourth meeting and the President will follow Article II, Section 2 to fill the vacancy.
ARTICLE IV - Executive Board
Section 1: The Executive Board shall be composed of the Officers of the organization, the chairpersons of the standing committees, Band Front Director, the Director of Instrumental Music, Director of Vocal Music, and the immediate past President of the organization.
Section 2: The Executive Board shall have general supervision of the affairs of the organization.
Section 3: The Executive Board shall meet periodically to determine the business of the organization.
ARTICLE V - Meetings
Regular meetings shall be held once each calendar month, designated by the Executive Board, beginning in September, and ending in May of each school year, at 7:00 PM in Room 155, unless otherwise designated by the Executive Board.
ARTICLE VI - Standing Committees
Section 1: There shall be the following standing committees:
Donations Volunteers
and such other committees as the Executive Board shall determine.
Section 2: The Donations Committee shall consist of a chairperson and as many members as necessary to acquire donations.
Section 3: The Volunteers Committee shall consist of co-chairpersons and as many members as the co-chairpersons deem necessary to enlist people as volunteers.
Section 4: The Director of Instrumental Music and the Director of Vocal Music at Broughal Middle School shall be ex-officio members of all committees.
Article VII - Financial Year
The financial year of this organization shall extend from July 1 to June 30 of the following year. There shall be no dues.
Article VIII - Distribution of Funds
In the event this organization shall become nonexistent, all funds in the treasury at the time shall be deposited with the Student Activities Fund or in the treasury of a successor organization to the present organization if so designed by the active membership.
Article IX - Equipment
Section 1: Any instrument or equipment purchased entirely, or in part by the BMPO shall be sole property for the Broughal Music Program.
Section 2: The President and Director(s) shall keep an official list of instruments and equipment purchased by the BMPO. Additional copies shall be kept in the school office.
Section 3: Before uniforms, instruments, or equipment are purchased with BMPO money, the organization must receive a written quote to be voted upon. Such purchases must be approved by a simple majority of the members present.
Article X - Amendments
These By-Laws may be amended at any regular meeting of the organization by a two-thirds (2/3) vote of the members present, providing the membership was given notice of the intended vote at the previous meeting.
Article XI - Authority
Robert’s Rules of Order shall govern this organization unless they conflict with these By-Laws.
Article XII - Voting
Section 1: Only active regular members, the Vocal Music Director, and the Instrumental Music Director shall have voting privileges.
Section 2: Voting shall be accomplished by a show of hands or by secret ballot at the discretion of the President.
