Jeff Lay is a twenty-three-year veteran of Oklahoma public schools. Jeff started his career as an accountant, but soon realized that there was another purpose for his life and became a high school business and computer teacher at Wynona High School. After a few years, he became certified to teach math and fell in love with helping kids become excited about math. Jeff obtained a Master’s Degree in Educational Leadership in 2003 as well as certification as a K-12 principal and superintendent. In the fall of 2003, Jeff took a position teaching algebra 1 and geometry at the Mid-High in Bartlesville. He spent his final two years in the classroom at Bartlesville. While teaching an evening math course for Tulsa Community College at the Osage County Interlocal Cooperative in Hominy, Jeff was asked to apply for a full time position at OCIC in 2005. Jeff applied and was offered a position managing a federal grant program for elementary students. This was supposed to be a one-year position, but Jeff remained at the OCIC as the Director of Finance and Federal Programs Director for 12 years. Jeff will serve his fourth year as Superintendent/CEO for Barnsdall Public Schools during the 2020-21 school year.
Ms. Marshall earned her Bachelor of Science degree in Early Childhood from Northeastern State University. In 2009, she received a Master of Arts degree in Educational Leadership from Southern Nazarene University. Ms. Marshall began her career in education in 1997 as a Developmental Delay teacher at Lanier Elementary in Tulsa. In 1999, she took a position at Caney Valley. She taught 6th-12th grade Special Education and coached high school fast pitch softball until 2013. In 2013, she started working for Barnsdall Public School. Ms. Marshall has filled many roles the past five years at the JR/SR High School, which included teaching 8th grade math and Algebra 1, coaching girls' high school sports and serving as the Assistant Principal and Special Education Director. She is currently the Elementary Principal.
