Horacio Villapando Marasigan, Sr.+ (February 12, 1925 to April 5, 1998), the leader of the Concerned Citizens of San Juan, Batangas.

"Some years ago, a San Juan student asked me to define who a true barako is. I said, “my definition of a true barako is different from the usual definition we know as Batangueños. The normal definition says that a true barako is one who is often seen drinking his lambanog with his barkada or someone who often gets into fights. However, for me, the true barako is someone who stands by his true principles and what he believes in. Example of this is my father, Horacio, who was barako enough to lead the Concerned Citizens of San Juan, Batangas into the defense of the town’s environment: land, sea, air, and its people. He led the fight against a giant, PASAR, owned by the powers that were. He fought this battle without the usual weapons that are available to present defenders like the internet, computers, and cellular phones. All he had was a typewriter, a Gestetner mimeograph machine, most importantly, a belief in his cause and the support of the townsfolk."
