Pavement conditions, such as roughness, cracking, faulting, and rutting, are collected using vans, such as the one shown, equipped to record these measurements nearly continuously while driving. Since the raw data resulting from these collections are too large to manage and report within the Highway Performance Monitoring System (HPMS) report, the Federal Highway Administration allows the data to be delivered in 0.1 mile increments (528 ft), referred to as "Bins."
The requirements for Bins are outlined in the December 2016 publication of the HPMS Field Manual under Chapter 4 "Data Requirements and Specifications." According to the manual, bins must be as close to 0.1 miles in length as possible and cannot exceed 0.11 miles. Shorter bins are allowed at the beginning and end of a route, at bridges, or other locations where a 0.1 mile bin is not possible.
While not an HPMS requirement, the ADOT GIS program does maintain "permanent" bins that remain in the same location year after year. This allows ADOT to study pavement condition changes for specific locations over time.
