Traveling by taxi, bus or tram is a fairly safe and cheap way to get around. The Cluj bus system is very well developed. Like in any big city, be careful with your personal belongings when the transport is crowded.

If you are an EU citizen, you don't have to worry, if you have insurance in your country, you also have it in Romania. It is recommended you bring with you the European Health Insurance Card (EHIC) , which you already have or you can get for free from your health insurer before leaving home. You can only use it for healthcare from providers that are part of the public system, if you want to go to a private health care provider you will have to cover the costs.
Non-EU citizens coming to Romania should get a Health Insurance or Travel Insurance that covers Health Care and make sure it is valid in Romania before travelling. If you are getting a VISA Health Insurance is required for that as well. But don't worry, in emergency cases you will not have to pay anything, and in non-emergency cases your health-insurance will cover it.
