Why? Because the job of collecting and transferring the dry leaves to a proper place is a tedious job and burning is easier and faster as compared to composting. As a result, workers choose to burn dry leaves.
Improper management for cleaning dry leaves by the authorities.
Why? Due to availability of limited resources.
Why? Lack of attention to the problem and due to lack of automation and research in this area.
Low pay scale of the government (or other sanitation) workers as compared to the amount of work they have done.
Why? Neglection of government (or any responsible authority) towards the issue of pollution and public health.
Dedicated compost pits are not available.
Government outsources certain amounts of work to other agencies leaving no supervision over their actions.
People who are getting affected by the burning of dry leaves in their localities are often not ready to pay for hiring a person for the same purpose.
Why? Lack of awareness about adverse long term effects of air pollution due to burning of leaves. Preference to cost and convenience over pollution.
The residents around that place have to inhale the smoke that comes out of that burning process which adversely affects their physical as well as mental health.
The smoke and other pollutants like dust, carbon particles released due to burning of moisture containing dry leaves adversely impacts nearby staying animals and birds also.
The workers simply leave after burning the leaves. (Irresponsibility)

Immediate : Residents of the society as their health is at risk. Workers as they are not doing their job properly and as a consequence they might lose their jobs. Inhaling the polluted air (due to components released on burning of leaves) can adversely affect workers’ health too.
Indirect: Family of municipality workers, and also the people who are dependent on the residents who have to inhale this polluted air.
