TFETP was launched by the Ministry of Education (MOE) to recruit foreign English teachers and teaching assistants to create more opportunities for Taiwanese students to learn English in schools nationwide.

With the goal of inspiring elementary school students' interest in programming languages and cultivating their ability to communicate with the future world. Organized the 4th "Quanta Youzhi Cup" Creative Programming Contest in 2012. It is hoped that through competitions and mini-hackathons, even students who are new to programming languages can participate, and understand the application of digital technology from practice, so as to improve Computational thinking and logical thinking ability, and through cooperation and exchanges during the competition, encourage more schools to carry out programming-related courses, and promote the learning atmosphere of programming education in Taiwan.
