How are apps organized in the app launcher?

The apps launcher is located in the bottom left hand corner of each chromebook. It looks like a 3x3 grid of dots and when clicked will display a window much like this

The apps populate the launcher in chronological order. The most recent app installed on the user's account will be located in the app page to the far right.

Individual users will be able to rearrange each of the apps by clicking and dragging them to different locations. Users will also have the ability to drag and drop apps on top of each other to create folder like sections within the app launcher.
