System Performance Measures
The Will County Continuum of Care (CoC) measures the performance of our Homeless Services System by 6 measures established by HUD. They are Length of Time Persons Remain Homeless, Exits to Permanent Housing, Number of Homeless Persons, Income and Employment Growth for CoC Funded Projects, Number of Person First Time Homeless and Permanent Housing Placement/Retention. The CoC's goal is to prevent and end homelessness in our communities.

Point-In-Time (PIT) Counts
The Will County Continuum of Care (CoC) is responsible for planning for and conducting, at least biennially, a point-in-time count of homeless persons during the last 10 days in January within the geographic area who are living in a place not designed or ordinarily used as a regular sleeping accommodation for humans (unsheltered) or are living in emergency shelters and transitional housing projects (sheltered). Housing Inventory Counts
Housing Inventory Count Reports are a snapshot of a CoC’s housing inventory, available at the national and state level, and for each CoC. The reports are based on the Housing Inventory Count (HIC), an inventory of housing conducted on a single night during the last ten days in January. It reflects the number of beds and units available on the night designated for the count that are dedicated to serve persons who are homeless. The HIC also includes information about unmet need. AHAR
The Annual Homeless Assessment Report (AHAR) is a report to the U.S. Congress on the extent and nature of homelessness in the United States. It provides counts of the homeless population and describes their demographic characteristics and service use patterns. The AHAR is based on local data from Point-in-Time counts, Housing Inventory Counts, and Homeless Management Information Systems.
