LunaPic (easy)

Take a look at all the different 'Art' effects! Plus, you can use it online then save your images and it doesn't need to be downloaded. It also lets you undo anything you don't like, and keeps your history.

This web site is a really, really simple and effective way to make a design using different photos. They even have great templates and backgrounds for you to choose from! Then you just select the photos, and Photovisi does all the hard work for you. 

Pixlr.com: Pixlr X (simple) and Pixlr Editor (more advanced)

Pixlr operates straight out of your browser or as desktop or mobile (iOS and Android) apps. You can create a completely blank canvas, open an image from a computer or specify an online location where the photo you want to edit can be found. It's impressive how many tools Pixlr Editor has to offer with a huge range of filters to change the look of the image, a sidebar full of the same tools as Photoshop, and layering options.

Photopad (easy but only for Apple Macs)

Cut-down free version of Serif's powerful photo editing software. You can restore and retouch your photos, crop them into new shapes and sizes, add a range of photo effects and more. There's even a dedicated Cutout Studio to help you make collages and montages. You have to download the app onto your laptop to use it but it's fun and there are some crazy things you can do with an image, like create a 'paint by numbers' version! 

KRITA is a free, open-source digital painting software download for Windows, Mac OSX, and Linux, with a focus on illustration, concept art, matte painting, textures, comics, and animations. This full-fledged, complex digital program provides complete documentation, while a vibrant user community supports sharing and collaboration.

GIMP (Advanced photo editing - for people who already know what they're doing)

Open-source image-editor that's powerful but technical, so it requires some effort and you have to download the app onto your laptop. What you get with GIMP is an extremely powerful program that does anything you'd expect from a powerful image editing app without costing a penny. What GIMP doesn't offer, however, is a particularly intuitive interface and it's handy to have a guide at hand in order to get the best out of it. It does help that the editing options on the left hand side are represented by icons and a description comes up when you hover over each one, giving even more information on the chosen tool.
