This page contains instructions on how to apply in FIVE steps:
1. Verify eligibility
2. Submit training request in Magellan. Wait to be CONFIRMED
3. Make payment and upload applicable application forms to Magellan
4. Wait to be APPROVED
5. Prepare for training (see CPOA Expectations tab)
STEP 1: Make sure you’re eligible.

If you’ll need any medication at this training—either over-the-counter or prescription—stop right now, and read the Medication page BEFORE APPLYING!
Pursuant to USNSCC Regulations, Section 5.02: “No qualified person will be excluded from participation in, be denied the benefit of, or otherwise be subjected to discrimination by the USNSCC simply because that person has a disability.” Please email the COTC BEFORE APPLYING if you believe you have grounds to request an accommodation under the Americans with Disabilities Act
STEP 2: Home unit submits a Training Request via Magellan.
Training Officer/CO's can find a course under Leadership, Chief Petty Officer Academy, (CPOA)
When your unit registers you for training, the Magellan system automatically sets your application status as Submitted. This is a pending status your request is reviewed by the Training Command CO (COTC)
If/When your request is changed to Confirmed, then proceed to Step 3
STEP 3: If your course requires payment, complete payment as instructed and upload application forms to Magellan.
NSCTNG 001 Request for Training Authority form (completed form will contain contact info, parent initials in block 6, insurance info, and parent signature in block 9)
If a Phase I course, complete and upload (to Magellan course) the NSCTNG 001, and a CO Letter of Recommendation
CO recommendation only needs to clearly recommend that applicant is ready for CPO level instruction
If a Phase II course, many other forms will be required (follow Magellan course instructions)
Parental Release of Liability form if under 18yrs old (if location requires)
If Cadets require medication, complete Form NSCADM 001 (Page 7/8) endorsed by the parent, unit CO, and for prescription medications, the family physician signature as well. Read the Medication tab very carefully!
If Cadets require ADA accommodation, complete form NSCADM 001 (Page 9/10) endorsed by the parent, unit CO.
STEP 4: Stand by for review and approval of your application.
The COTC will review your application once it is received
If everything is complete and satisfactory, the COTC will update your Magellan status from Confirmed to Approved. Once you are marked Approved, you now finally have a seat at POLA/EMS. Congratulations!
If your application is not correct or not complete, your status will remain as Confirmed. Your entire package will be returned to you by first-class mail, and you will need to re-submit your application once the errors/omissions are corrected. NOTE: ATC New England does not and will not hold incomplete packages on behalf of cadets--this is out of fairness to other cadets. Rejected applications go to the back of the line.
If you are deemed ineligible to attend training (see Step 1 above), the COTC will change your status to Denied in Magellan
