Cincinnati Teacher Evaluation System (CTES)

Cincinnati Teacher Evaluation System is an ongoing and honest collaboration between teachers and their evaluators. The system is a transparent, two-way gathering and sharing of evidence which informs teacher performance ratings at the end of the year. CTES provides opportunities for the teacher and evaluator to discuss evidence, build common understanding of the teacher's current practice and identify areas of growth and/or lack of growth. CTES is a shared responsibility with the teacher and evaluator documenting practices as they occur. Teacher performance ratings should be based on the review and analysis of multiple data points: Formal observations, pre and post conferences, informal observations (CWT), and teacher uploaded artifacts and evidence.

The CTES Annual will consist of the following components:

  • 50% Teacher Performance

  • 50% Multiple Measures of Student Growth

Teacher Performance

  • Professional Growth Plan or Improvement Plan

  • Two formal classroom observations conducted by an Administrator

  • One announced observation with pre-conference (the pre-conference is a requirement)

  • One unannounced

  • Post-conference within 30 days of last formal observation as per Section 210 of the Collective Bargaining Agreement

  • Two Informal Observations, 10-15 minutes in length (CWT) (Required)

Who is evaluated?

  • All certificated staff (part-time and full-time)

  • Long Term Substitutes in a yearlong position (should not be included in eTEPS)

Exceptions

  • Accomplished rating being carried forward – if a teacher received an accomplished rating during the 2016-2017 evaluation cycle the rating will be carried for this evaluation cycle, said teacher will receive one classroom walk through in eTPES only.

  • Teachers who were only observed once last year due to the 2015-2016 rating being carried forward will be in full evaluation this year.

  • Any teacher who does not have any type of student growth measure for the school year is NOT eligible for the less frequent evaluation cycle and must be fully evaluated.

  • A teacher who notifies Cincinnati Public Schools of his or her intent to retire at the end of the school year by September 30th will be exempted from the evaluation process
