Adoption or amendment of a zoning ordinance or local law

Granting of use or area variances
Other authorizations which a referring body may issue under the provisions of any zoning ordinance or local law
The above actions must be referred to the CCPB
only if the real property is within five hundred (500) feet of the following:
Boundary of any city, village or town
Boundary of any existing or proposed county or state park or any other recreation area
Right-of-way of any existing or proposed county or state parkway, thruway, expressway, road or highway
Existing or proposed right-of-way of any stream or drainage channel owned by the county or for which the county has established channel lines
Existing or proposed boundary of any county or state-owned land on which a public building or institution is situated
Boundary of a farm operation located in an agricultural district, as defined by article twenty-five-AA of the agriculture and markets law, except this subparagraph shall not apply to the granting of area variances.
It is not necessary to refer Subdivision applications. The CCPB is NOT authorized by the Columbia County Board of Supervisors to review Subdivisions pursuant to NYS General Municipal Law Article 12-B §239-n.
Many municipalities have entered into an agreement with the CCPB to exempt certain actions from mandatory referral. Check with the municipality.
Referrals must be accompanied by a Referral Form.
Referrals must be submitted by the local municipality. Submissions are not accepted directly from project sponsors or applicants unless granted written authorization from the municipal reviewing board.
Completed Referral Form
Completed application form as required by the Zoning Board of Appeals or Planning Board
Completed Building/Zoning Permit Application with the reason for denial
Site Plan, Plot Plan or plat containing all information required by referring municipal Zoning Law, and/or Site Plan Review Local Law.
Parcel’s tax map number
Zoning District in which the parcel is located
Date property was acquired by the applicant(s)
Date the public hearing will be held
Completed Environmental Assessment Form Part 1 or Draft Environmental Impact Statement, if required
Complete text of the proposed ordinance or local law as well as all existing provisions to be affected thereby
Referrals must be postmarked or received hand-delivered by the Planning Department twelve (12) days prior to the CCPB regular meeting to be included on the agenda. The regular monthly meetings are held on the 3rd Tuesday of each month. Check the schedule here for the dates.
