In the process of Taiwan's economic development, people's concept of the environment and life has gradually increased. At the same time, the government's actions are also continuing to progress, and the refinements of the law are the most obvious.

To begin with, the government fixed and improved regulations on dog owners. The most prominent and important law is that the owner shall not abandon the animal unless it is to be sent to the animal shelter or the place designated by the municipal or county competent authority for storage and treatment. Other than the above, no one shall harass, abuse or harm animals. No one may use animals for performances. However, as long as the application is approved by the municipal or county competent authority, or the types, conditions, methods or venues of the animals in the exhibition are exempted from permission announced by the central competent authority, this limitation is not applicable.

Next, there is the most important animal protection law, referred to as the Animal Protection Law. Its legislative spirit is to respect animal life and protect animals, and in the above-mentioned regulations, "No one shall harass, abuse or harm others without reason. On the basis of "animals", it regulates the interaction between humans and animals, and provides basic protection for animals, such as dogs, cats and other vertebrates that are kept or managed. As an example of the law, it is based on the five freedoms that animals should have: food and water, space environment, medical care, access to public spaces and no abandonment. At the same time, the owner must prevent the animals raised from infringing on the life, liberty or property of others. These are Articles 5, 7, 11, 19, 20 and 21 of the Animal Protection Act.

Subsequently, in order to prevent the tragedy of the 1970s from happening again, Article 14 of the Animal Protection Law stipulates that the competent government agencies must set up a certain number of shelters according to the population and the number of stray animals in the county and city. In addition, it ensures that a certain amount of funds is allocated for the protection of dogs' sterilization, adoption and adoption.
