Phase 1 - Digitize the paper version of the proposed 1995 Plan
On Sept.?, 2011, Richard Purcell scanned the "Marrowstone Island Community Plan: Amended as recommended by the JC Planning Commission, October 1, 1995 (24 pages)" and converted it to a MS Word document. Pete Hubbard copied the MS Word document into a Google Document (GD) so that it would be easier to collaborate with others to edit and review. Click here to view the UNEDITED version.
Phase 2 - Edit - to make the digital version match the paper version
A lot of editing must be done to fix the text and images that the scan was not able to collect. If you wish to help us, you first need to get a Google account and then you need to join the following two (2) Google Groups (GG). When you are ready to get your Google account, read this important tip first. Then click on the links below to submit a request to join these two (2) GGs.

When document has been completely digitized, we will freeze it and entitle it the same as the paper version. Then we will make a copy of it (for Phase 5) to update it to current MI values and choices. The name of the copy should be something like "Marrowstone Island Community Plan - 2012".
Phase 3 - Edit to add footnotes showing the differences between this Oct. 1, 1995 version and the April, 1995 and 1978 versions
Phase 4 - Announce to the Island residents so they can review and discuss
Phase 5 - Update to current MI values and choices
Phase 6 - Present to the JC Planning Commission. Ask them to consider replacing the 1978 Plan with this 2012 version.
Preface to the The Marrowstone Island Community Plan: Amended as recommended by the JC Planning Commission, October 1, 1995 (24 pages)
Marrowstone Island is a unique and beautiful area of eastern Jefferson County. Its pristine shorelines, expanses of open space, and impressive scenery contribute to the desirability of the Island as a residential and recreational community.
Over the years, the Island has developed slowly and has maintained a rural character. [t is apparent, however, that, as development pressures increase, the charm of the Island could be lost. An uncharted course for the Island's growth could jeopardize the lifestyle that people come to Marrowstone to enjoy.
Recognizing this, the citizens of Marrowstone Island, under the direction of the Jefferson County Board of Commissioners, addressed the future growth and development. This Plan is a revision of the original 1978 Plan.
The new Community Development Plan will become a part of the Jefferson County Comprehensive Plan. It will be a critical element in the decision-making process for a host of activities that may affect Marrowstone Island.
It must be remembered that, even though the purpose of this Plan is to give direction, flexibility is also necessary. As community attitudes and other factors change, a new course may become desirable. To that end, this Plan should be periodically reviewed and appropriate revisions or amendments made, as was done in 1994.
The integrity of the Marrowstone Island Community Development Plan can be assured only by the continuing support of local citizens in cooperation with their elected officials. Enforcement of the intent of this plan is obligatory for its success.
There are three (3) versions of the Marrowstone Island Community (Development) Plan
1. 1978 Marrowstone Island Community Development Plan (33 pages) (PDF) passed by resolution # 23-78 of the County Commissioners.
This would be the original sub area plan.
2. The Marrowstone Island Community Development Plan revised, April 1995, (22 pages)

Recommended amendments by the Planning Commission
The 1978 plan was the only plan ever adopted by the County Commissioners and remains the official sub area plan for Marrowstone Island.
The MICA standing committee "Comprehensive Planning" (Click here to see in MICA ByLaws) brought their plan to the Planning Commission which led to #3, neither #2 or #3 were adopted by the County Commissioners
