In order to maintain a safe environment for employees, visitors, clients, and volunteers, the YMCA of Central Ohio conducts drug and alcohol testing of employees in situations where reasonable suspicion exists. If staff members observe an employee that is presumed to be under the influence of controlled substances or alcohol, the supervisor shall submit the individual for testing as outlined in this procedure.
1) An employee working in a supervisory capacity must determine that reasonable suspicion exists indicating that a subordinate employee is under the influence of either controlled substances or alcohol. The supervisor must be able to articulate the reasons for the suspicion. Elements that may establish reasonable suspicion are listed below:
-Unusual appearance or behavior
-Speech that is slurred or abnormal
-Odors of alcohol
-Visibly impaired motor skills or body movement
-Heightened emotional indicators, such as agitation, anxiety, paranoia, or irritability
-Dilated pupils, red or watery eyes, and excessive perspiration
2) The supervisor will, privately, if possible, advise the employee in question that they are to be tested immediately for both alcohol and controlled substances, and instruct them to report to one of the approved testing sites. Since the individual is suspected of being under the influence, they should not drive to the site. If reasonable, the supervisor may drive the employee to the testing location. If necessary, the supervisor shall contact a cab service to transport the individual. When an employee is requested to submit to a test based on reasonable suspicion, the test is not optional. If an employee refuses to be tested, the YMCA of Central Ohio will proceed with corrective action, up to and including termination. 3) During the testing process, the employee will be placed on administrative leave. The supervisor initiating the testing should advise the People and Culture department as soon as possible of the situation. If the test should return with negative results, the supervisor shall speak with the P&C team to determine whether or not returning to work immediately is appropriate, or if other arrangements need to be made in order to ensure safety. If the test is positive, the P&C team will help guide the supervisor with next steps. In situations where results are delayed, the employee will remain on administrative leave pending the outcome of the test.
4) Following the conclusion of the testing, and within 24 hours of initiating the testing process, the supervisor shall prepare an incident report containing all relevant details. The incident report can be accessed at ymcacolumbus.org/incidentreport. Requirements for this documentation include, in addition to all standard identifying information:
-Observations of the supervisor in determining reasonable suspicion
-Observations of others
-Description of events, reactions, and comments made during the process between the supervisor and employee.
-Method of transportation to testing site
-Location of testing site
-Description of resolution of the immediate process
