Provincial Code of Conduct and Cellphone Use in Schools
Ontario’s Provincial Code of Conduct sets clear expectations for behaviour in all schools. Its goal is to support a safe, respectful, and positive learning environment where every student can succeed and feel supported.
As part of these expectations, new rules are in place regarding cellphone use during the school day:
Grades K–6: Cellphones must be turned off and out of sight for the entire school day.
Grades 7–12: Cellphones are not permitted during instructional time unless a teacher allows it for learning purposes.
Students in Grades 7 through 12 must keep their devices turned off or set to silent mode and stored out of sight during instructional time, unless their use is expressly permitted by the educator or administrator as outlined in the General Device Use Guidelines (above).
Phones may only be used during class if:
A teacher directs it for educational use
It is required for medical reasons
It supports a student’s special education needs
If a student does not follow these rules, they will be asked to place their phone in a designated storage area. Refusal to comply will result in a referral to the principal’s office, where next steps will be determined.
