OVERVIEW
Operation Threshold is a non-profit organization that provides utility assistance, rental assistance, home weathering resources, social services, new mother programs, and much more. The main program clients need is water and energy assistance.
Low-Income Home Energy Assistance Program (LIHEAP)
This program is designed to assist low-income families meet the cost of home heating. LIHEAP supplements the high cost of winter heating for low-income households, provides emergency furnace repairs or replacement for income-qualifying homeowners, and offers assistance with telephone costs to those that qualify.
Low-Income Home Water Assistance Program (LIHWAP)
This program is designed to assist low-income families meet the costs associated with water and sewer service (it does not pay for garbage/trash service).
ELIGIBILITY
Operation Threshold uses the 200% below the poverty line to determine eligibility. Below is a chart explaining the income max based on how many per household.

Applications can be printed off or completed online. If completed online, any documents required will need to be sent to PO Box 4120, Waterloo, IA 50704.

Applications can only be submitted between November 1st, 2022 until the April 30th, 2023. Seniors and disabled applicants can complete the form starting October 1st, 2022.
Steps for LIHWAP Application
Determine if the applicant is eligible for the program using the above criteria.
Applications can only be obtained by emailing or calling 319-291-2065. Then they can only be submitted via email crisis@operationthreshold.org or turned in in person at the Black Hawk County office.
Applications are accepted on an ongoing basis.
Applications are processed on a first-come, first-served basis and will be processed within 30 days of receipt, and applicants will be notified of their denial or their approval amount by mail. Households may receive assistance only once per season. Households already approved for assistance for 2022-2023 will not be able to apply again until next season. In addition, those who qualify for LIHEAP are also protected by the moratorium, which prevents utility companies from disconnecting utilities from November 1st through April 1st.
