If you can get it into Chrome (for example, a website; or a Google Doc), use Chrome to "Print" it as a PDF.
File - Print - change the Destination to Save as PDF. When it "prints" it will ask you where to save it.

Many programs offer the option to save as PDF (Microsoft Word for example).
Some programs call it "exporting" or "downloading" (for example, Google Docs - go to File, Download, PDF Document)
