A. POLICY STATEMENT
All library services and facilities are open to all bona fide students, faculty, and staff of WPU upon presentation of a valid school identification card (ID)/ Certificate of Registration/ Notice of Hiring or any proof thereof.
Researchers from other institutions may use the library for a nominal fee of P50.00 for a whole day of research work and upon the presentation of a valid identification card (ID), except alums and those agencies under MOA/MOU.
Alums may use library materials only inside the library. They may also request the photocopying of library materials under the conditions stated in the Policy on Reprographic Services.
Upon entering/using the library facilities and services, clients must submit their identification for tracking and recording purposes through forms and other library systems/platforms. The library's responsibility is to safeguard clients' information/data in compliance with the Data Privacy Act.
All clients must undergo the procedure for library attendance regardless of the type of clients.
Clients shall not bring materials that could harm other clients or damage library holdings and properties (i.e., food and drinks, sharp objects, guns). These shall be deposited in the baggage counter or to the proper authority.
Parents, guardians, and other clients who are not members of the WPU community and are not even considered official outside researchers are not allowed to stay inside the library.
Protection and preservation of clients and library materials shall be of utmost importance; thus, the clients shall submit themselves to the library’s rules and regulations.
The library's online services can be accessed through its official website and official social media platforms.
A. POLICY STATEMENT
BORROWING PRIVILEGES
Employees and students of WPU may borrow library materials for home and inside reading use upon presenting a valid identification card.
Alums and outside researchers may use library materials only inside the library. They may also request the photocopying of library materials under the conditions stated in the Policy on Reprographic Services.
Clients are required to submit their identification for tracking and recording purposes every time they avail of the service. The library's responsibility is to safeguard clients' information/data in compliance with the Data Privacy Act.
The types and number of books that may be borrowed and their loan periods will depend on the client’s status and the types of material. Library materials in the Reference, Periodicals, and Theses are collections that may not be loaned out.
All materials used overnight can be borrowed at any time of the day.
Only during exceptional cases, upon the judgment of the librarian/library in charge, materials from the Reserve Section may be borrowed overnight but released only within the remaining hour before the closing time and shall be returned on the next day (first hour in the morning only) or else this will be considered overdue, and have additional hourly fines of Php 5.00 every succeeding hour.
Delivery of the borrowed materials may be considered only during the pandemic or any health-related/ community quarantine/restriction cases. The borrowed books shall be released only to a third party upon submitting the authorization letter duly signed by the borrower and a photocopy of their valid identification cards or documents.
Faculty members must borrow at least five (5) books for home reading in a semester before their clearances are signed.
WPU Employees who do not undergo the clearance procedure can only borrow library materials for inside reading. They may be allowed for home reading upon the approval of the librarian/ library in charge and the employee accountable (who has the Memorandum Receipt/Property Accountability Receipt/Inventory Custodian Slip) of the material intended to be borrowed. In this case, the failure of the borrower to return is the responsibility of the librarian/ library in charge.
2. RECALL AND OVERDUE NOTICE
The Library shall issue the Library Overdue Notice to remind clients of their nearly overdue materials, except for a weekly notice for two (2) consecutive weeks (one notice per week). A semestral recall notice may be done.
Overdue materials are subject to recall.
A recall notice shall be sent to the client to retrieve the overdue library materials a day after the due date and a weekly notice for two (2) consecutive weeks (one notice per week). A semestral recall notice may be done.
All borrowed materials, including renewed materials, are subject to recall.
3. RENEWAL
This policy applies to the materials that are already borrowed.
Borrowed books may be renewed only once; however, the librarian or library in charge (campus libraries) may extend the due date not to exceed the original loan period, depending on the demand for the materials.
Materials are to be renewed only when they are nearly overdue. Refer to the matrix below.
Materials from the Reserve Section are not allowed to be renewed.
4. OVERDUE MATERIALS
A library material not returned within the allotted time/day of use shall be considered overdue.
An overdue material is charged based on the matrix below, not counting Sundays, holidays, or days the library is not open.
Clients borrowing privileges will be suspended if they have unsettled library obligations, such as fines, unreturned materials, lost books, or any other library accountabilities.
The library staff shall not clear students and employees with accountability.
Employees shall not pay library fines when borrowed materials are reported lost. Provided these will be reported on or before the due date to avoid the accumulation of penalties.
A client may file an appeal for a reconsideration of library fines when it is reasoned by natural calamities, accidents, or failure of the Library to send a recall notice, which is still subject to the investigation and approval of the University Librarian.
Other reasons for not returning are already subject to the VPAA's approval upon recommendation of the Library Investigating Committee. The composition is as follows: concerned deans/heads of the office and other members as the VPAA sees fit for the case.
During exceptional cases (e.g., system failure, sudden holidays), the librarian or Library in charge (campus libraries) may lessen or waive fines if deemed necessary (only if free from fraud and negligence) to increase the morale of clients, the Library, and the University. This applies to cases that have an overdue of 1 to 30 days.
For lost and damaged library materials, including replacement, refer to the Policy on Payment and Replacement in the Library Manual.

Proof of identification of clients and library-approved DDS transactions will be verified prior to the release of the items. Representatives may be allowed upon submitting the authorization letter and a copy of a valid identification card or recipient documents.
Delivery of Reproduced Materials
All reproduced materials are to be picked up by clients at the agreed time and place (preferably at the university's entrance or in the guard house).
Proof of identification of clients and proof of payment (proceeed to the payment procedure) will be verified before the release of the items. Representatives may be allowed upon submitting the authorization letter and a copy of a valid identification card or recipient documents.
Delivery of Digitized (scanned) Materials
The scanned materials are to be sent through the client's email address or social media account.
A. POLICY STATEMENT
Requests and reservations will be honored on a first-come, first-served basis.
The noise level from discussion rooms must not be disturb by other library clients.
A request for a schedule in the discussion room may be made in person.
A room may be used anytime, whenever the room is available.
A client may have a maximum of 2 hours of usage, which may be extended based on the extent of usage and demand in the discussion room.
A minimum of 2 clients may avail of the discussion room service; however, the number of clients is limited due to the capacity of individual discussion rooms.
All discussion rooms must be emptied before the library closes (15 minutes before closing time).
Clients are responsible for turning off all electrical devices and maintaining the room's cleanliness and orderliness.
A. POLICY STATEMENT
This service is available for bona fide students and employees of Western Philippines University.
The service is designed for discussions, meetings, lectures, and other small group interactive activities.
Commercial and solely personal use of online discussion rooms, such as online selling, are prohibited.
Requests and reservations will be honored on a first-come, first-served basis.
Requests to use a virtual discussion room may be made online or in-person.
Notice of cancellation should be made one day before the scheduled date, and failure to notify the library may result in temporarily loss of booking privilege for one month.
A. POLICY STATEMENT
This service provides client access to online platforms and information (Open Educational Resources) and uses approved or authorized application/clients such software such as Word, Excel, PowerPoint, and Publisher.
E-Library services are provided for bona fide students and employees of the Western Philippines University. Outside researchers can avail of e-Library services provided they present a valid identification.
Due to the limited number of computers in the e-Library section, each client is given one hour to avail of the e-Library services; extended hours are allowed if no clients are waiting.
Clients are prohibited from opening and surfing pornographic sites, watching movies, hacking other servers, and disseminating any form of material that would endanger public security.
Browsing and watching educational videos are allowed. Personal headphones are necessary to maintain the convenience of learning in the e-Library.
Downloading and installing application software irrelevant to research is not allowed.
The e-Library would permanently delete the data saved on a specified day, preferably every Friday at 4pm.

Photocopying
Photocopying service is available from 9:00 a.m. to 11.30 a.m. and 2:00 p.m. to 4.30 p.m. The library collects Php1.00/page (short) and Php 1.50 (long).
Materials pages allowable to be reproduced vary on the following:
Thesis (Graduate and Undergraduate) and Dissertation
In the case of unpublished materials like thesis (graduate and undergraduate) and dissertations, only the abstract or summary, the problem and review of related literature, and the method may be photocopied.
If one wishes to have all the unpublished materials photocopied, written permission from the author with their identification card (photocopied only) or the presence of the author (with identification card) may be required.
Only a portion of unpublished materials other than thesis and dissertations may be photocopied. Clients may not be allowed to have all materials photocopied except upon the presentations of written permission from the author with the author's photocopying, valid identification card, or the presence of the author themselves with identification card.
Books and periodicals
Only a portion of books and periodicals may be photocopied. Clients may not be allowed to have the whole book, periodical, photocopied except upon the presentation of written permission from the author with the author's photocopied identification, or the presence of the author themselves (with identification card).
Photocopying of library materials outside the campus
Library materials may not be photocopied outside the school campus except during the unavailability of the photocopying service in the library. A filled-out reprographic request slip is also needed in this undertaking.
Photocopying outside the library shall be given at the time limit by the library staff. The time limit would depend on the number of pages to be photocopied, a maximum of one hour only. The library material should be returned on or before the allotted time. Otherwise, fines are collected five pesos per hour.
A. POLICY STATEMENT
Multimedia materials and equipment are prioritized for inside use.
Faculty members are allowed to borrow multimedia materials and equipment for use in class presentations, provided they submit a filled-out library equipment and multimedia materials request form.
Enrolled students are also allowed to borrow multimedia materials and equipment, provided they submit a filled-out library equipment and multimedia materials request form, with the name and signature of an instructor or WPU staff as co-borrower.
Student organization representatives are also allowed to borrow multimedia materials and equipment, provided they submit a filled-out library equipment and multimedia materials request form, with the name and signature of the organization's advisor as co-borrower.
If the material and or equipment is being borrowed on behalf of the faculty or office college head, the faculty or office college head's name and signature should appear on the name of the borrower and signature portion.
It is served on a first-come, first-served basis.
All borrowed materials shall be returned within 24 hours after the activity. Failure to comply means the materials are considered a virtue, treated as circulation material, under the name of the requester.
A. POLICY STATEMENT
The library shall conduct the inventory annually as so is prohibited by the supply Office.
Collection.
The inventory shall be conducted based on the session record to meet the need for detailed information as the identification of the collection, cost and depreciation, and the location of the materials.
A library must keep inventory the statistics of the following:
Number of items lost
Number of replacement
Number of discarded materials
Equipment.
The library shall ensure that all equipment shall be identified by a unique property/identification number/code attached to each item.
Equipment control records shall be maintained for each item as identified by a serial number.
Equipment utilization shall be recorded and maintained.
Supplies
Supplies utilization shall be recorded and maintained.
Library materials shall not be brought out from the library premises without the approval of the proper authority or due process.
The library materials shall not be permanently transferred without the written approval of the proper authority or due process.
An inventory report shall be submitted to the supply office after post-inventory.
The accountability of the collection is charged to each employee who has the memorandum receipt, property accountability receipt, inventory custodian slip for that particular material.

Books Fines
A library material not returned within the allotted time per day shall be considered overdue. All overdue materials are subject to library fines as stipulated in the circulation policy in this manual.
Payment for overdue fines shall be made at the cashier's office.
A copy of proof of payment shall be submitted to the library in charge.
Reproduction of library materials
For pickup (only if the E-wire service of the university is available).
All payment must be sent to the university's e-money application account.
For walk-in
The library in charge shall collect a payment upon completing the necessary forms.
Payment collected within the day shall be remitted to the cashier's office.
Replacement of library materials
Replacement of loosed or damaged library material shall meet the following characteristics:
same library material;
similar library material (similar subject and approach, different author, latest edition).
The university librarian shall issue a copy of the certificate of replacement to the supply office upon the acceptance of the library material.
Computed overdue fines for loosed or damaged library material shall still be collected.
Payment of overdue fines for loosed or damaged library materials and a processing fee of Php100.00 shall be made at the cashier's office.
A copy of proof of payment shall be submitted to the library in charge.
The processing fee is collected to cover expenses on the plastic cover, paste, tape, book, card and other materials used or spent to make the materials eligible for service. Even the professional fees.
Payment of loosed or damaged library materials.
The current market price of the loosed or damaged library materials must be paid at the cashier's office.
Payment of overdue fines for loosed or damaged library materials and the processing fee of 100 pesos shall be made at the cashier's office.
A copy of proof of payment shall be submitted to the library in charge.
The processing fee is collected to cover expenses on the plastic cover, paste, tape, book, card and other materials used or spent to make the materials eligible for service. Even the professional fees.
A. POLICY STATEMENT
Disturbing noises that interfere with other clients' views of the library or that can be reasonably expected to disturb other clients, including noises from any electronic devices, entertainment, and communication devices are prohibited. Communication devices should be set to silent mode. Clients disrupting others' medias to relocate or leave the building.
Clients shall not use discussion rooms, reading areas, or any library facilities in ways other than for designated purposes.
Any form of physical and verbal harassment in unwanted actions, behaviors towards the clients and the library personnel are prohibited.
Other prohibited activities inside the library are as follows:
Loitering, littering, mutilating of library materials and properties, smoking, gambling, drinking alcoholic beverages, disarranging of library furniture and fixtures, soliciting, wearing inappropriate attire, vandalism, profanity, and other forms of disturbances.
Eating is allowed only during scheduled and approved instructional, media center and discussion room events.
A. POLICY STATEMENT
The following provisions will be applied for minimal offences, light offences, fewer offences, and grave offences.
Upon determining that the library policy has been violated, the library personnel has the right to take necessary actions to manage/settle the incident/situation.
The above-mentioned authorized personnel may be applied the following library provisions:
1st offense-remind the clients about the appropriate behavior in the library.
2nd offense-warn the clients about the penalty for violating the library policy.
3rd offense-prepare and submit the incident report of any violation of library policy by the end of the day on which the incident occurred. An incident report shall be written and provided to the concerned offices.

Bringing out library books materials without due process is considered second offense.
Clients with overdue books shall temporarily lose borrowing privileges until the account is settled.
Defacement, cut, multilation, or destruction of library property in thief are subjected to a one-semester suspension of library privileges, and damaged materials is subject to replacement of the property and consideration of the policy of replacing library materials.
This policy does not cover the civil and criminal incidents that happen in the library. The degree of the sanction and immediate action shall be dealt with accordingly based on the University Student Handbook and the law.
Sanctions of other offenses are subject to the University Student Handbook.

The organization of information sources (library materials) is the main responsibility of the licensed librarian and may be assisted by the library support staff in the technical and clerical aspects.
Cataloging and classification of library materials
The WPU libraries practice original and copy cataloging of library materials.

Descriptive Cataloging
The WPU libraries apply the Resource Description and Access cataloging standard to ensure uniformity in the bibliographical and physical description of the materials.
Subject Cataloging
The WPU libraries use the SEER's list of subject headings to determine the subject of the material.
Classification
The WPU libraries use the linear decimal classification scheme to determine the library material's classification number.
The WPU libraries use the Cutter Sunborn figure table for the book/item number (Author number)
The library shall use only an approved library system. All systems shall undergo pilot testing and or assessment.
The WPU libraries practice centralized cataloging of library materials for other external campuses. The centralized cataloging of library materials for campus libraries is divided between the Aborlan (Main) and Puerto Princesa library.
Aborlan (Main) library has Quezon, Rio Tuba, and Busuanga campuses.
Puerto Princesa City Campus Library has El Nido, Taytay, and Culion campuses.
However, the Maine or Puerto Princesa City Campus Library shall no longer shoulder its cataloging works if the external campus library has already hired its licensed librarian.

Indexing of periodicals
The WPU libraries practice manual and computerized indexing of periodicals.
Manual indexing may apply to libraries with no integrated library system for indexing.
Computerized indexing applies to those libraries that have ILS for indexing.
Articles that are only related or relevant to the curriculum research extension services and information needs of the WPU community are to be indexed.
Index terms are based on controlled vocabulary (Sears List of Subject Headings). Free language indexing may be applied only to those local and new terms.
All local numbers (i.e., Accession number, Periodical Identification number) are maintained by each library.
With the approval of the university librarian, each library may apply local coding if deemed necessary.
Abstracting of library materials
Abstracting of materials is for theses (undergraduate and graduate theses) and dissertations only.
The WPU library shall use an informative type of abstracting.
