A special administrative organization responsible for the maintenance and reconstruction of Kamitsubaki City. A shadow-like existence with no physical reality. Even if a member of the public witnesses a Tesseractor, it is often seen as nothing more than "a shadow of something crossing the ground''. Some Tesseractors may use a more powerful "Q" called "Q2.” Furthermore, there are rumors of the existence of "Q3,'' which causes extensive damage over a wider area...and has enough power to engulf the city itself. The increased density of negative fragments causes the laws of physics to become distorted. Activating a powerful "Q" consumes a large amount of negative fragments.
