In the Main Menu, go to Scripting > Run Script..., select *.mzp file and click Open.
Or just drag and drop the *.mzp file into the 3ds Max viewport.
Click Install on Installer Dialog.
After 'Install Successfully' you can assign a keyboard shortcut. Found the tool in:

To delete the button from 3ds Max Main Toolbar, right click on it and go to Delete Button.
To start the LightPlacer tool, you need to click on the button.
The Rollout Menu consists on the top of a list where the lights are stored where they can be selected, hidden or deleted. At the bottom are several tabs that contain a color whell, a color palette, and tool settings.
Enables you to display a list of items. Also provides features that enable you to efficiently add, select, hide, delete items.
The color wheel can be used to dynamically change your lights color, which can be saved into a palette list.
Use palette to store and dynamically change your lights color. The maximum number of colors stored in palette is 35.
The params tab lets you control and determinate haw a new light is creating.
View Color Corect (Gamma 2.2) toggle. Affect just view colors from UI.
Keep Offset toggle. When a new light is created uses the last created light Z offset position.
Default Type: Plane, Disk, Dome, Sphere. When a new light is created it uses one of the enumerated shapes from the list.
Padding: When a new light is created it uses a space between its content and its border which represents a percentage of its size.
Instance: Method used when a new light is created.

alt key + left mouse click : will delete selected light from tool.
left mouse click : will start create new light.
left mouse click + mouse drag : will create new light and resize.
double left mouse click : will create new light based on bounding box view direction.
left mouse click + mouse drag : on point hover will set the light size (radius or width and height).
shift key + mouse move : will set light Z offset position.
