素食分類應檢討符合國際趨勢
增加第六個分類:Vegan標示

議題說明
素食飲食作為未來減碳的選擇方式,現代的吃素人口也不再是單單因為宗教或養生的理由吃素,配合今年初臺灣政府為呼應「2050淨零排放」的全球趨
勢,通過了氣候變遷因應法,並核定十二項關鍵戰略,其中的「淨零綠生活」與全植物性飲食的永續、低碳生活型態轉型息息相關,現有素食的分類
方式有必要重新檢討,增加全植物性飲食的低碳生活新趨勢,而在素食的分類與標示上讓素食的選購能更清楚的區辨,也兼顧臺灣因宗教上的全素需
求,建構一個更方便更友善的吃素環台灣素食的驗證並不完備,無法讓吃素的人安心的選購。政府應輔導與幫助台灣已經發展很好的素食產業能進一步升級,往國際化餐飲邁進,也應與國際素食標示接軌,讓外國人來到臺灣也可以享用台灣的美味素食,讓整體素食產業可以提供國人與觀光客更好的服務與選擇,
臺灣雖被認為是Vegan友善國家,但臺灣現行的素食五分類與國際Vegan的標準不相符合。若能透過素食分類將國際Vegan標示納入並清楚分類,與國際接
軌,將可讓國際的Vegan觀光客來台灣旅遊行程中更為友善與便利,讓臺灣美味素食推廣給更多觀光客能享用。
又針對現行的素食五分類中的植物五辛素,建議衛福部可以定義的更明確,將蛋、奶、蜂蜜等動物性食材排除在外,亦或直接增加第六個分類:Vegan的
標示,請衛福部研議。請交通部觀光署未來提出符合國際間素食飲食形態之英文標示規劃建議。讓我國能因應永續旅遊,配合衛福部食藥署在政策上輔助vegan旅遊之可行計畫。

1. 壓倒性證據:提供官員無法拒絕的「國際解方」
會議一開始,主管機關原本仍處於試探階段,對新增標章充滿法規上的顧慮。我們不廢話,直接將事先備妥的國際鐵證砸在談判桌上:

2. 劇本殺:策動跨領域聯軍的精準包圍
為了防止會議失焦,我們在會前主動擔綱「戰略大腦」的角色,邀請並動員了動保、環保、營養學、素食產業與國際貿易等各方代表。我們更直接為各單位擬定了專屬的「發言劇本」,確保每一發子彈都精準打在官方的痛點上:
台灣素食營養學會:切入公共健康,強調現行標示不清恐導致過敏族群與宗教禁忌者的誤食風險 。
台灣永續飲食轉型智庫協會:切入國際經貿,強調缺乏 Vegan 標示將導致台灣產品無法順利出口,形成國際買家的認知斷層 。
Vegan 貿易商:切入實務困境,指出國外 Vegan 食品進口時無法合法使用中文標示,強烈要求與國際認證機制(如 V-Label、Vegan Society)建立備查對接 。
台灣友善動物協會:切入道德底線,要求建立以「動物來源零容忍」為核心的透明標示制度,保障消費者的知情權 。
透過這場完美的協同作戰,我們將一個「倡議議題」,成功翻轉為「替政府解決經貿、健康與國際接軌問題的國家級專案」。
Policy lobbying is never a solo fight; it's a precision-engineered strategic deployment. During the closed-door official meeting on May 28th regarding the Vegan label, we rejected standard brainstorming. Instead, we executed a tactical maneuver combining "overwhelming international precedents" with a "coordinated cross-sector flanking," successfully reversing the government's stance within 0.5 hour.
1. Overwhelming Proof: Handing Officials an Irrefutable Solution
At the start of the meeting, the competent authority was hesitant, bogged down by regulatory concerns. We cut through the hesitation by placing irrefutable international evidence directly on the negotiating table:

This move instantly shattered their bureaucratic defense. Presented with undisputed international regulatory frameworks, the presiding director visibly relaxed. The meeting's trajectory instantly shifted from a defensive "Should we add this category?" to an action-oriented "How do we handle the implementation details?"—and as experts, we already had every solution prepared.
2. The Master Plan: Orchestrating a Cross-Sector Flanking Maneuver
To prevent the meeting from losing focus, we acted as the "strategic brain" prior to the event, mobilizing representatives from animal rights, environmental groups, nutritional sciences, and international trade. We went as far as drafting specific "talking points and scripts" for each allied organization, ensuring every argument precisely struck a governmental pain point:
Taiwan Vegetarian Nutrition Society: Targeted public health, highlighting the severe risks of accidental ingestion by allergic or religious populations due to unclear labeling.
Taiwan Sustainable Diet Transition Think Tank: Targeted international trade, demonstrating how the absence of a Vegan label creates export barriers and disconnects with global buyers.
Vegan Importers/Traders: Highlighted practical operational hurdles, showing how imported Vegan goods cannot be legally labeled in Chinese, demanding immediate alignment with global certification systems like V-Label and the Vegan Society.
Taiwan Animal Equality Association: Established the ethical baseline, demanding a zero-tolerance policy for animal-derived ingredients to protect consumers' right to informed choices.
Through this flawlessly coordinated operation, we transformed a "civil advocacy issue" into a "national-level project that solves trade, health, and international alignment problems for the government."

「包裝食品宣稱為素食之標示規定」修正草案預告前說明會

2025年8月21日,食藥署舉辦第二次「素食標示修正草案」說明會,邀集全國食品廠商與公協會出席,並首度公開 #Vegan標章 的預定規劃:
新分類:在現行五類素食標示基礎上,增訂第六類「全植物素(Vegan)」。(名稱為暫定)

• 114年8月底前蒐集意見
• 114年9月底前預告
• 115年2月底前公告
• 117年1月1日正式實施
這意味著,台灣將成為全球第三個有官方 Vegan 認證制度的國家(僅次於印度和日本)
食藥署指出,增訂 Vegan 標章的好處包括:
🔸避免國外 Vegan 食品進口時標示不清,導致宗教素消費者誤食。
🔸協助台灣 Vegan 產品與國際接軌,提升產業競爭力。
🔸便利國內外消費者,強化台灣的國際友善形象。
此標章屬於 自願性標示,業者若符合規範即可申請使用,不影響現行分類。這種「低門檻、加分選項」的設計,讓廠商更易於接受。
在確立了 Vegan 標章的政策方向後,衛福部食藥署於 8/21 召集了全國各大食品公會與商業同業公會,舉辦「標示規定修正草案預告前說明會」。
這一次,我們不再是對抗者,而是與官方站在同一陣線的技術智庫,成功在一場超過數十個公協會參與的大型會議中,順利化解產業界的所有疑慮,達成完美 KO:
1. 官方化身最大側翼,主動洗腦產業界
會議最精彩的突破,是食藥署組長一上台便霸氣宣佈「將新增 Vegan 標章」,更主動向台下廠商細數此政策的三大好處:避免宗教素消費者誤食進口產品、協助台灣產業與國際接軌、強化台灣的國際友善形象。而這些,全都是我們在 5 月份座談會中植入的戰略論述。5/28 的那場戰役,成功讓官方把我們的倡議,內化為政府堅定推行的既定政策。此外,官方定調此為「自願性標示的加分選項」,大幅降低了廠商的抗拒門檻。
2. 中文命名的文化攻防 (Navigating the Cultural Nomenclature Trap)
進入中文翻譯的討論時,現場出現了深度的文化激盪。產業界擔憂若音譯為「維根」,一般大眾恐難以理解;但若翻譯成帶有「素」字的(如全植物素),又極容易被台灣傳統宗教素食(無五辛)的框架給綁死。我們在現場積極參與討論,力保 Vegan 標章的核心精神不被傳統宗教素食的定義給侷限或扭曲,同時兼顧廠商在實務執行上的考量。
3. 實務痛點「神救援」:NGO 化身政府技術顧問 (The Ultimate Tag-Team on Technicalities)
當廠商拋出各種刁鑽問題時,我們與食藥署展現了極佳的默契分工。面對「酒類是否適用?」、「不標示是否觸法?」等法規問題,由食藥署出面定調;而當廠商詢問「共用產線的產品可以標示 Vegan 嗎?」這類實務執行問題時,我們立刻接力救援,引述國際標準向產業界釐清「落實資訊透明與過敏原標示」的國際慣例。我們憑藉深厚的 Vegan 專業底蘊,完美補足了官方在實務執行面上的知識缺口。
這場會議,我們不僅成功守住了 Vegan 標章的國際標準,更向政府與產業界證明:我們是能提供具體解方、協助政策平穩落地的專業政策夥伴。
4. 蛋白質轉型的關鍵拼圖
此一政策的推進,源於我們精準的倡議節奏:

到如今正式進入預告前的實質準備階段。
這不僅是台灣食品標示制度的躍進,更是推動國家 #蛋白質轉型政策 不可或缺的關鍵拼圖。
Having secured the policy direction for the Vegan label, the Taiwan Food and Drug Administration (FDA) convened major national food industry and commercial associations on August 21 for a "Pre-Announcement Briefing on the Draft Amendments to Labeling Regulations."
This time, we were no longer adversaries. Operating as a technical think tank standing shoulder-to-shoulder with the government, we successfully neutralized all industry doubts in a massive meeting involving dozens of associations, achieving a flawless KO:
1. The Government Transforms into Our Biggest Ally, Actively Persuading the Industry The most brilliant breakthrough of the meeting was when the FDA Section Chief took the stage and assertively announced, "We will add the Vegan label." He actively detailed the policy's three major benefits to the manufacturers: preventing religious vegetarian consumers from accidentally consuming non-compliant imported products, assisting Taiwan's industry in aligning with global standards, and enhancing Taiwan's internationally friendly image. These were the exact strategic narratives we implanted during the May consultation. The battle on May 28 successfully internalized our advocacy into a firm government mandate. Furthermore, the official framing of this as a "voluntary, value-add option" drastically lowered the manufacturers' threshold for resistance.
2. Navigating the Cultural Nomenclature Trap When the discussion turned to the official Chinese translation, a deep cultural debate emerged. The industry worried that a direct phonetic translation ("Wei-gen") would be difficult for the general public to understand. However, translating it with the traditional character for vegetarian ("素") risked trapping the concept within the strict confines of Taiwanese traditional religious vegetarianism (which strictly excludes alliums/five pungent spices). We actively participated in the discussion, fighting to ensure that the core spirit of the Vegan label was neither limited nor distorted by traditional religious definitions, while simultaneously balancing the practical execution concerns of the manufacturers.
3. The Ultimate Tag-Team on Technicalities: NGOs as De Facto Government Technical Consultants When manufacturers threw difficult questions, we and the FDA displayed exceptional tacit teamwork. The FDA took the lead in defining legal questions, such as "Are alcoholic beverages applicable?" and "Is it illegal if not labeled?" However, when manufacturers asked practical execution questions like, "Can products made on shared production lines be labeled Vegan?", we immediately tagged in to the rescue. Citing international standards, we clarified the global norms of "implementing information transparency and allergen labeling." Leveraging our profound professional foundation in Veganism, we perfectly filled the government's knowledge gaps regarding practical execution. Through this meeting, we not only successfully defended the international standards of the Vegan label but also proved to both the government and the industry that we are professional policy partners capable of providing concrete solutions to ensure smooth policy execution.
4. A Crucial Puzzle Piece for the Protein Transition The advancement of this policy stems from our precise advocacy cadence:
from proposing our demands at the National Environmental NGO Conference in late 2024,
to strategizing with the FDA in May 2025,
to now officially entering the substantive preparation phase prior to the draft announcement.
This is not merely a leap forward for Taiwan's food labeling system; it is an indispensable puzzle piece in driving the national #ProteinTransition policy.
