參酌先進國家如丹麥農業部所提出「丹麥植物性飲食行動計畫」研擬「我國植物性飲食行動計畫」。
Formulate "Taiwan's Plant-Based Diet Action Plan," referencing those proposed by advanced nations, such as the "Danish National Strategy for Plant-Based Foods" from the Danish Ministry of Food, Agriculture and Fisheries.

請研擬將「淨零綠生活」關鍵戰略行動計畫中的「從肉類轉向其他蛋白質」期程,由原先隸屬為中長期階段2031-2050年,提前為短期目標(2025)。並以「植物性蛋白質取代肉類蛋白質」為主要推動方向,方能符合國際間以「採行植物性飲食」用以減碳對抗氣候變遷之訴求。
We request that the timeline for "Transitioning from Meat to Other Proteins" within the "Net-Zero Green Living" key strategic action plan be advanced from its current mid-to-long-term phase (2031-2050) to a short-term goal (2025). Furthermore, the primary focus of this initiative should be "Replacing Meat Proteins with Plant-Based Proteins" to align with international calls for "Adopting Plant-Based Diets" as a means to reduce carbon emissions and combat climate change.

增加第六個分類:Vegan標示
Review and update vegetarian classifications to align with international trends, specifically by adding a sixth category: Vegan labeling.
政策的突破,往往來自於找到體制的施力點。2025 年初,我們受邀參與「第 22 屆全國 NGOs 環境會議」,並正式向賴清德總統提出三項國家級永續飲食建言。
這不僅僅是遞交建言書,更是啟動了行政院的「強制列管機制」。為了順利解除列管,被點名的各部會(衛福部、經濟部、國發會等)必須主動召集提案團體進行實質協商。過去在記者會上對我們敷衍了事的官僚,如今必須坐在談判桌前,逐一回應我們的具體訴求。
【我們提出的三大核心建言】 (Our Three Core Policy Recommendations):
建言 44:將「植物性低碳飲食轉型」政策納入「2050 淨零排放路徑」。 (Integrate "Plant-Based Low-Carbon Diet Transition" into the 2050 Net-Zero Pathway.)

建言 46:建立全國統一且符合國際規範的「Vegan」標示。 (Establish a Unified National "Vegan" Label Complying with International Standards.)

最關鍵的戰略效應在於「雙軌施壓」。
這些為了解除列管而召開的會議,與我們同步在立法院推動的「跨部會協調會」在時間線上完美交疊。同一批核心官員,在短短幾個月內,於不同的戰場不斷面臨我們的專業論述與邏輯叩問。
這種高頻率的密集交火,不僅徹底打破了他們「現行機制已經足夠」的舊有思維,更成功對官僚體系進行了深度的「氣候與飲食教育」,將他們從被動的防守者,轉化為推動台灣蛋白質轉型政策的第一波內部助力。
Policy breakthroughs often stem from finding the precise leverage points within the system. In early 2025, we were invited to participate in the "22nd National NGOs Environmental Conference" and formally submitted three national-level sustainable diet policy recommendations to President Lai Ching-te.
This was not merely submitting a proposal; it triggered the Executive Yuan's "Mandatory Tracking Mechanism." To successfully close these tracked cases, the designated ministries (including the Ministry of Health and Welfare, Ministry of Economic Affairs, and National Development Council) were compelled to proactively convene substantive negotiations with the proposing groups. Bureaucrats who previously brushed us off at press conferences were now forced to sit at the negotiating table and respond to our specific demands one by one.
【Our Three Core Policy Recommendations】
Recommendation 44: Integrate the "Plant-Based Low-Carbon Diet Transition" into the "2050 Net-Zero Emission Pathway."
Recommendation 45: Incorporate climate change and low-carbon sustainability considerations into the "Green Dining Guidelines."
Recommendation 46: Establish a unified, national "Vegan" label that complies with international standards.
【The Echo Chamber Effect & Strategic Engagement】 As our recommendations entered the tracking system, we launched a series of intensive official coordination meetings:
May 28: Food and Drug Administration (MOHW) - First consultation on the Vegan label (Recommendation 46).
July 30: Industrial Development Administration & Department of Commerce (MOEA) - Consultation on green dining and low-carbon transition (Recommendations 44 & 45).
August 08: National Development Council (NDC) - Net-Zero Pathway coordination meeting.
August 21: Food and Drug Administration (MOHW) - Pre-announcement briefing on the Vegan label draft.
The most critical strategic effect was "Dual-Track Pressure."
These meetings, convened to clear the presidential tracking queue, perfectly overlapped with the "cross-ministerial coordination meetings" we were simultaneously pushing in the Legislative Yuan. Within just a few months, the exact same core officials repeatedly faced our professional arguments and logical interrogations across different battlegrounds.
This high-frequency, intensive crossfire not only completely shattered their outdated mindset of "the current system is sufficient," but also successfully delivered deep "climate and dietary education" to the bureaucracy. It transformed them from passive defenders into the first wave of internal advocates driving Taiwan's protein transition policy.
