The Coalition has aligned itself with the Southern Union in the aftermath of the breakout of civil war between the Midwest Union and the loyalist Coalition forces. This has caused serious tensions between the Northeast Union and the Coalition, and the organizations are now on the brink of war. The NEU shares a land border with the Coalition right above Lake Erie, which is manned by a number of Lakeside Division units tasked with keeping the crossing secure.

Warhawks Loose (North Island)
History between NEU forces and Southpoint villagers is rich, with over a year of attempted diplomacy. Diplomatic channels first opened between the two groups after a pair of USRF scouts were captured near the village. Since then, diplomatic ties have been attempted, crashed and burned multiple times.
Most USRF soldiers view Mutants, and, by extension, Southpoint negatively. This is especially true with the Warhawks sect, which has been banned from North Island in its entirety following an escalation by their brutish leader, a Tribal Mutant who goes by Ian. His men will be shot on sight if seen by USRF forces.
Command views Southpoint State as a threat that must be put under control, whereas the Lakeside Division has been willing to attempt diplomacy with these Mutants on more than one occasion. If things do not change for the better, the village in its entirety may be designated a terrorist organization by the NEU.
Currently: The USRF have notably started giving the SPS material support, arming them to go up against the Voyageurs. The material support packages include SR-51 service rifles, 6.8x45mm NEU ammunition, winter equipment and, albeit more secretly, a USRF military advisor attaché.

The Alumni shares the most history with USRF on the Sunrise Islands, second to none. Since the USRF's early days on the island, back when the Lakeside Division was in its infancy, both factions were already facing off, unable to find common ground. Both seeking out pre-war artifacts, neither for the same reason.
These face-offs reached a boiling point in the early 2150's, when Alumni members and USRF expeditionaries clashed with rocks and melee weapons. Gunshots were also reported, but neither side has confirmed this. Since then, both factions have taken steps to deescalate by staying out of each other's way.
Following a meeting at the Black Mountain Complex, relations between the Alumni and USRF have had a turn for the better. Embassies between the Northeast Union and Alumni are in development, and a radio deconfliction line exists with the organization in case of emergency.

The Voyageurs are an anarchist insurgent group that have been designated as a terrorist organization by the NEU. Despite their small size and contained ideology, Command warns that they may pose a risk to future USRF operations on the island. As such, rules of engagement have been loosened against this group.
Over the years, this faction has been a constant thorn in the USRF's side, with everything coming to a boiling point after they capsized The Voyageur, a NEU cargo ship carrying outbound ex-USRF prisoners who had been caught smuggling for profit. According to USRF intelligence, the cargo ship is still sailing on Lake Erie today.
Because of their nature as an unconventional force, the USRF will only treat Voyageur captives as well as USRF prisoners are treated by them. Commanders may turn a blind eye to crimes committed against captive fighters if its done in retaliation against an immoral action made by the Voyageurs, such as an execution.

The Unimata is a group of droid activists based out of the Mudlands on North Island. They seek equality for the different peoples of the wasteland, and seek to cure the Rot which plagues droids.
Hilltop Group PMC and the Unimata are in an active joint war against ALMA's Way, the Hilltop Group is actively training and supplying the organization. Operation of Outpost Vulcan between the Lakeside Division and Unimata continues, and a 4th MRR Military Advisor has been deployed to the Unimata scraptown Oasis.

The Children of ALMA's Light is a cult operating within Sunrise City who worship a Collective of droids, both the cult and collective revere a figure known as ALMA.
Following an attempt to deescalate the growing conflict between the Black Mountain Garrison and the cult, ALMA's forces assimilated several C7s and a C8-A and ambushed the USRF forces. The Northeast Union is at war with ALMA's Way, Hilltop Group PMC has been contracted to engage with the cult.

The Chrome Skulls are a gang of over augmented maniacs trying to run the streets of Sunrise City. The Chrome Skulls have a variety of different ideologies within the gang, but they are united by their augmentations and anarchism.
A Chrome Skull member was captured by Hilltop Group PMC following an attack on Oasis by ALMA's Way, revealing their involvement as mercenaries in the conflict.

Situated at the Kingfisher settlement is a group of soldiers of fortune, diverse in individual background. Lead by a greasy European named "Istvan", this mercenary group has advertised their wetwork services to anyone able to pay the right price. Imitating Northeast silver are shiny coins with a caricature of Istvan's face and a radio signal— FM 113.1, IN ISTVAN WE TRUST.
The USRF's FLA have operated with Istvan's Outfit on a select few occasions, namely while hunting down NEU persons of interest; no such contracts have occurred since the FLA's detainment of an Outfitter who happened to have affiliation with the Voyageurs.

The descendants of a pre-war submarine crew, the Ashigaru are an Asian immigrant enclave looking to thrive peacefully on the isles by any means necessary. Banding together as a result of racial prejudice against their people, these migrant families spread across the United States, eventually landing themselves on the Sunrise Isles. They live and breathe the nomadic lifestyle.
As these Asian-Americans' ancestors fought against the NEU Early Militia in mass, it's expected that there is a bit of bad blood between the two groups; however, it's been so long since the days of those border shootouts that most soldiers don't even recognize the Ashigaru anymore. A recent interaction has led the Black Mountain Garrison to believe them to be a potential ally, with aligning interests being found.

Mainly made up of South Union immigrants, draft dodgers, and military deserters, the Palmettos seek to be accepted by their northern neighbors, both military and wastelander alike. Fleeing the Marxists to make a life for themselves, these Carolinians roamed the derelict streets of Sunrise City before settling into the now bustling settlement known as Port Town— a settlement on the North Point coastline.
The 18th Motorized Infantry Battalion established a successful trade deal with The Palmettos, southern foodstuffs in exchange for surplus equipment. They are on well enough terms to be able to call them friends. Many within other units are uneasy about the organization, and some harbor bigotry towards Southerners.

The House of Revenants is a collection of settlers united by an artifact known as The Codex of Kain. They have founded a town using the knowledge contained by The Codex of Kain to create their town known as Elysium's Landing on the South Island.
Following a convict breakout on North Island, USRF servicemen arrived at Elysium's Landing to obtain permission to search for the fugitives, marking their first interaction with the House of Revenants.

The Sunrise Element is an outfit of mercenaries who bill themselves as the 'Best mercenaries on the Sunrise Isles.' Many members of the Element come from powers who had previously tried to take advantage of them. Their goal is to revolutionise their industry and bring an end to corruption.
As of yet, the Black Mountain Garrison have not made contact with the Sunrise Element. A tense meeting could result from the leader's involvement in active combat with the USRF and his prior service in the Royal Canadian Navy.

The Undying Hand is a cult of neo-luddites with the belief that all modern technology and use of electricity is the work of the devil, and sinful. Their goal is to rid the world of all modern technology before a second ‘rapture’ swallows the earth.
The Black Mountain Garrison have not yet encountered the Undying Hand, though their fundamental beliefs clash with the USRF's use of advanced technology, making it unlikely to be a friendly meeting.
