Set up fair share use of resources

Fair share of resources reduces the priority of heavier users. To set up fair sharing with the functional policy (only current usage is taken into account) do the following:

1) Use 'qconf -mconf' to set:

enforce_user auto

auto_user_fshare 100

weight_tickets_functional 10000

weight_urgency 0

weight_priority 0
