The laws governing Twilight Vale were established in the aftermath of the Feral War, when the surviving packs recognized that ancient traditions alone were no longer enough to preserve peace between werewolves, humans, and the Neutral Zone.
While each pack remains sovereign within its own territory, several shared laws exist to regulate diplomacy, inter-pack stability, rogue wolves, human relations, and conduct within neutral territory.
These laws do not replace pack traditions or internal governance. Instead, they define the boundaries required to prevent another collapse of order within the valley.
The Alpha is the leader of a pack and may be male or female. Alphas are defined by heightened physical traits such as strength, speed, and dominance compared to other ranks. Their position may be inherited through lineage or arise through rare bloodline deviation from Beta, Gamma, or Common origins. Such cases are uncommon but recognized within Twilight Vale. The Alpha represents authority, structure, and external action. They are responsible for territorial defense, strategic decisions, and inter-pack relations. While not absolute rulers, they function as the primary executive force of the pack.
Luna (female) or Lunaris (male) are the fated mates of an Alpha. They are not a general rank but a bonded role that exists only through this connection. Within the pack, they act as the internal counterbalance to the Alpha and hold equal authority in matters of social order and internal stability. Major decisions affecting the pack’s cohesion require mutual agreement between Alpha and Luna/Lunaris. If disagreement occurs, resolution is achieved through structured negotiation or internal mediation. Their status is formally recognized through a bonding ritual performed by the Alpha and witnessed by the pack, which acknowledges and stabilizes the bond within pack law. Although they do not typically lead external or military affairs, they ensure that leadership remains aligned with the internal well-being of the pack.
The Beta is the second-in-command and acts as the structural stabilizer of the pack. They oversee internal operations, discipline, and logistical coordination, allowing both Alpha and Luna/Lunaris to focus on their respective domains of authority. Betas typically originate from Alpha or Beta lineages, though rare deviations exist. They function as enforcers of pack decisions and maintain order within established structures.
The Gamma serves as the third-ranking operational authority within a pack. They support both Alpha and Beta, often acting as field coordinators, messengers, or tactical agents. They are commonly drawn from Beta or Gamma lineage, though rare emergence from lower ranks is possible. Gammas form the flexible operational layer of pack leadership.
The Common bloodline represents the majority of the pack population. Commons fulfill all non-leadership roles within society and form the structural and cultural foundation of pack life. Despite lacking formal authority, they are essential to survival and continuity. Their lineage remains capable of producing higher-ranked individuals under rare conditions of bloodline deviation.
A Council Representative is selected by their Alpha to serve as a diplomatic and administrative intermediary between werewolf society and human governance. Upon appointment, they relocate to the Neutral Zone and remain there for the duration of their service unless formally released. Their role is strictly external: negotiation, treaty maintenance, and interspecies coordination. They hold no authority over internal pack law or hierarchy.
Healers are trained specialists responsible for physical and medical care within the pack. Their knowledge includes herbalism, injury treatment, and recovery processes influenced by werewolf physiology. Training is traditionally passed through mentorship and long-term practice. In some cases, bonded humans may also assume this role after additional adaptation training.
Warriors are the defensive and offensive force of the pack. They protect territory, escort caravans, and engage in combat operations when required. They are selected based on aptitude, discipline, and physical capability, typically under Alpha or Beta authority. Warriors form the military backbone of the pack.
Scouts are reconnaissance specialists responsible for monitoring borders, Neutral Zone activity, and inter-pack movement. They operate individually or in small groups and are trained in tracking, stealth, and environmental awareness. Scouts provide early intelligence on threats such as rogue or feral wolves. Assignments may be rotational or permanent depending on skill and trust level.
Should a bond form between a human and a werewolf, it must be reported to the Council of Wolves without undue delay. The Council is responsible for notifying the appropriate human authorities that the human will be relocating into one of the pack territories.
Rogue wolves who remain outside the packs for more than one year and subsequently become feral are classified as a mutual threat to both species and may be subject to culling by authorized human corporations operating under agreed containment protocols.
Humans residing in the Neutral Zone are strictly prohibited from engaging in acts of violence, including attacks or assassinations. If a human is killed by a werewolf under any circumstances, the matter falls under human jurisdiction. Any werewolf who knowingly shelters or assists the offender is considered an accomplice and is held accountable under Council law.
No combat between werewolves is permitted within the Neutral Zone. This territory is reserved exclusively for diplomacy and negotiation. Any individual who violates this rule by initiating or escalating a conflict will be judged by the Council of Packs and may be stripped of rank or status.
Humans residing in the Neutral Zone are permitted to travel through pack territories for the purpose of reaching human settlements or cities. Any attack on such travelers is punishable by death under established pack law.
Inter-pack travel for ceremonies, festivals, or diplomatic visits is permitted at all times. Alphas, Betas, or Gammas do not require approval from the Alpha King when traveling under these circumstances.
In the event of rising tensions between packs, new trade agreements must be submitted to the Alpha King for review and approval, ensuring that no pack is placed at a structural disadvantage within inter-pack relations.
All inter-pack disputes are ultimately to be brought before the Alpha King for resolution. Any Alpha attempting to bypass this process by appealing directly to the Council of Packs will be disregarded and redirected to the King’s authority.
The laws of Twilight Vale were never created to establish peace completely—only to prevent the valley from tearing itself apart once again.
