THE FORMATION OF THE COUNCIL
Before the Feral War, Twilight Vale possessed no unified governing structure between the packs. Disputes were handled privately between Alphas, and most territories operated independently beneath ancient traditions and informal agreements.
The destruction caused by Raelan Ashford and the collapse of the Nightveil Pack forced the remaining packs to recognize that isolation alone could no longer preserve peace.
In the aftermath of the war, the six surviving Alphas established the Council of Packs — a permanent governing body intended to maintain political balance, oversee diplomacy, and prevent another conflict of such scale from ever threatening the valley again.
PURPOSE & AUTHORITY
The Council exists as a mediator between werewolf society, human authorities, and the Neutral Zone.
Its purpose is not to rule over the packs, but to preserve the fragile peace created after the war.
The Council oversees matters involving human–werewolf relations, Neutral Zone conduct, treaty enforcement, diplomatic disputes, and threats that could destabilize the balance between species.
It holds no authority over the internal laws, leadership, traditions, or territorial autonomy of any individual pack.
THE SIX REPRESENTATIVES
The Council is composed of one representative from each of the six surviving packs of Twilight Vale.
Each representative speaks for their pack in matters involving the Neutral Zone, human relations, treaty conduct, and interspecies stability.

THE COUNCIL CHAMBER
Council sessions are held within the Neutral Zone, inside a secured chamber constructed after the war upon the rebuilt foundations of the former Nightveil territory.
The chamber was intentionally designed as neutral ground — belonging to no single pack and protected by strict diplomatic law.
Meetings are often described as tense, controlled, and deeply formal. Though open conflict within the chamber is forbidden, centuries of rivalry, distrust, and political pressure linger beneath nearly every discussion.
Many outsiders compare the atmosphere of the Council to standing between six restrained predators, each fully aware that peace exists only because all sides continue choosing not to break it.
THE LAW OF SIX
The Council does not operate through traditional majority voting.
Instead, its decisions are governed through an ancient political principle known as the Law of Six — a system created to prevent domination, deadlock, and ideological extremism within the valley.
Whenever five representatives align on a decision, the sixth voice is required to formally oppose the ruling position, regardless of personal agreement.
This enforced opposition exists to ensure that every major decision is challenged, tested, and defended before becoming law or policy.

The role of the opposing sixth voice is determined through a ceremonial drawing process conducted in private.
Once selected, the representative is obligated to argue against the majority position until the Council reaches a stable and defensible outcome.
The system was created after the Feral War under the belief that unchecked agreement is often more dangerous than conflict itself.
LIMITATIONS OF POWER
Despite its authority, the Council does not fully govern Twilight Vale.
Each pack remains sovereign within its own territory, maintaining its own traditions, leadership structures, laws, and internal customs.
The Council’s power exists primarily through diplomacy, political balance, and mutual necessity rather than direct control.
Many tensions still exist between the packs, and disagreements within the chamber are often severe. The peace maintained by the Council is respected, but rarely trusted completely.
For many within Twilight Vale, the Council is not viewed as proof of unity, but as proof that the valley remembers what happens when unity fails.
