In response to the devastation caused by extremism, the surviving packs established new political structures designed to preserve stability, regulate coexistence, and prevent the return of ideological collapse.

Today, the political framework surrounding Glasshaven is maintained through the Council of Packs, the Alpha King, the Law of Six, and the broader system of neutrality governing the city itself.

The Nightveil War

For thousands of years, the seven packs of Twilight Vale existed in relative isolation from the human world, maintaining a fragile but stable peace throughout the valley. This balance collapsed approximately two centuries ago following the rise of Raelan Ashford, Alpha of the Nightveil Pack.

Believing humans to be fundamentally inferior and viewing human–werewolf fate bonds as a corruption of werewolf bloodlines, Raelan secretly spent decades preparing for war. Through covert alliances, rogue recruitment, and gradual destabilization efforts, he constructed a feral army hidden beneath the appearance of normal territorial governance.

When the conflict finally erupted, both humans and the remaining packs suffered catastrophic losses before eventually destroying the Nightveil territory itself and ending the war after nearly five years of fighting.

Raelan Ashford

Raelan Ashford remains one of the most politically sensitive figures in the history of Twilight Vale. Though publicly remembered as the architect of the Nightveil War, his influence continues to shape modern political culture through the fear of extremist ideology returning within the packs.

Discussions surrounding Raelan, Nightveil ideology, and feral radicalization remain heavily monitored within both educational and political environments throughout Glasshaven.

Reconstruction of the Neutral Zone

Following the destruction of the Nightveil territory, the surviving packs agreed to transform the ruins into a politically neutral city where humans and werewolves could coexist under shared governance structures. Rather than rebuilding the territory as a new pack domain, the region was declared a Neutral Zone jointly maintained by all six surviving packs.

The memorial walls surrounding modern Glasshaven were intentionally preserved as visible reminders of the war, establishing reconstruction without erasure as one of the foundational philosophies of the city itself.

The Council of Packs

The Council of Packs serves as the primary governing institution responsible for interspecies relations, Neutral Zone regulation, and the maintenance of coexistence within Glasshaven. Each of the six surviving packs maintains one representative within the Council.

Unlike traditional territorial governance, the Council holds no authority over the internal laws or leadership structures of the individual packs. Its role exists strictly to preserve neutrality, regulate coexistence, and maintain stability between humans and werewolves after the war.

The Law of Six

All Council decisions are governed by the Law of Six, a structured system of enforced opposition designed to prevent ideological convergence and collective bias within political decision-making.

Once five Council members move toward consensus on a matter, the sixth representative is randomly selected through a ritualized drawing process and required to adopt the opposing interpretative position regardless of personal belief. Debate continues until a stable conclusion emerges through contradiction and sustained argumentation rather than majority voting.

This system was created specifically to prevent the type of political extremism that allowed the Nightveil War to occur.

The Alpha King

Separate from the Council of Packs, the Alpha King serves as the neutral authority responsible for inter-pack disputes and coordination between the six territories of Twilight Vale.

The Alpha King does not rule Glasshaven directly and possesses no authority over the internal governance of the Neutral Zone. Instead, the position exists to preserve balance between the packs themselves while remaining institutionally separate from the Council structure.

Modern Political Climate

Modern Glasshaven exists within a carefully maintained balance between diplomacy, coexistence, and underlying political caution. While the city is widely viewed as one of the most successful examples of human–werewolf coexistence in existence, fears surrounding rogue attacks, ideological extremism, and political instability remain deeply embedded within public consciousness.

As a result, Glasshaven’s political structure emphasizes stability, institutional restraint, neutrality, and collective accountability above all else.
