NARRATIVE:
AT APPROXIMATELY 18:05 HOURS, I, OFFICER L. SARGE (765C), WAS CONDUCTING STATIONARY RADAR ON THE I-10 SOUTHBOUND WHEN I OBSERVED A RED DODGE RAM FLATBED TRAVELING AT 87 MPH IN A 75 MPH ZONE. THE VEHICLE WAS ALSO SWERVING AND FAILING TO MAINTAIN LANES. I INITIATED A TRAFFIC STOP AT 305 NB CAT-CLAW AVE. UPON MAKING CONTACT WITH THE DRIVER, HE HANDED ME AN ARIZONA DRIVER'S LICENSE IDENTIFYING HIMSELF AS "JAMES JAMES" AND MENTIONED THAT THERE WAS A FIREARM IN THE VEHICLE. HE WAS UNSURE IF THE VEHICLE WAS PROPERLY REGISTERED. I RAN THE DRIVER’S LICENSE THROUGH BOTH NCIC AND AZ MVD RECORDS, AND FOUND NO RECORD ASSOCIATED WITH THE NAME PROVIDED. I ASKED THE DRIVER TO STEP OUT OF THE VEHICLE, WHERE HE WAS OBSERVED WEARING A POLICE UNIFORM WITH A DUTY BELT CONTAINING HANDCUFFS, A TASER, A GLOCK 19, AND A RADIO. THE DRIVER WAS THEN PATTED DOWN AND THE FIREARM WAS REMOVED. HE WAS PLACED IN MECHANICAL RESTRAINTS AND ADVISED HE WAS BEING DETAINED. UPON FURTHER QUESTIONING, THE SUBJECT ADMITTED HIS TRUE NAME WAS "DAVE JONES." AFTER CONFIRMING HIS IDENTITY THROUGH AZ MVD PHOTO RECORDS AND NCIC, THE SUBJECT BECAME COMBATIVE DURING THE TRANSPORT AND STRUCK ME. I PLACED THE SUBJECT IN LEG RESTRAINTS AND SECURED HIM IN THE PATROL CAR. A SEARCH OF THE VEHICLE REVEALED CITATIONS ISSUED BY THE LOS SANTOS POLICE DEPARTMENT WITH THE NAMES OF INDIVIDUALS FILLED OUT ON THEM, AND A FIREARM WITH NO SERIAL NUMBER. THESE ITEMS WERE SECURED AND LOGGED INTO EVIDENCE. DURING TRANSPORT, THE SUBJECT ATTEMPTED TO BRIBE ME WITH $10,000 TO BE RELEASED.
