I clean with quick and effective high pressure, but only after I've qualified the floor.
I filled a lot of missing grout voids to fix this.
Be wary of the cheap in and out cleaner. They're cheap for a reason, they want to rush in and out.
In this type of situation I clean with a low pressure method.
Low pressure requires more steps and labor, and I charge for my time, but removing and replacing this grout, or replacing the floor will cost you a lot more.

Tiles had lifted from the floor, and steepled, like a mountain range along the left grout line in the left picture.
I glued down these lifted tiles; replaced missing and cracked grout then color sealed the grout.
