The State Correctional Education Self-Assessessment (SCES) is designed for state correctional education programs to assess how well they are providing education to incarcerated individuals, which is required by the Office of Special Education Programs (OSEP) and can be used in relation to Individuals with Disabilities Education Act (IDEA) requirements.
This self-assessment reviews some (not all) of the requirements of IDEA, Part B, based on the requirements for state educational agencies, public agencies including local educational agencies, and noneducational public agencies. This should not replace a comprehensive review of IDEA policies and practices, but should instead be used as a starting point as a way to assess overall facility programs and practices.
Completing the self-assessment, although voluntary, will guide teams through three main areas including: Methods of Ensuring Services, State Educational Agency's (SEA) Responsibility to Students with Disabilities in Correctional Facilities, and Responsibilities of Public Agencies, Including Local Education Agency (LEA), Correctional Facilities, and Noneducational Public Agencies.
