Every single day Tennesseans are being discouraged from using Tennessee's rivers and streams due to misunderstandings regarding public use and access laws. Preserving public access to Tennessee's rivers can not be accomplished alone.
Tennessee’s rivers and streams belong to the public.
But across the state, citizens are being told they cannot paddle, fish, swim, or even stand in waterways that are legally navigable and federally protected.
At Tennessee Stream (TSPAC), we work to restore, defend, and secure public access to our rivers using verified federal evidence, community reporting, and statewide advocacy.
Our rivers are public.

We’re here to protect them.
We compile and publish official U.S. Army Corps of Engineers Section 10 navigability evidence, confirming which Tennessee rivers are legally public waterways.
Our Public Access Conflict Map documents real-world incidents of illegal signage, confrontations, and law enforcement misunderstandings.
Because there are no recent cases, our waterways remain legally untested. Your story could change that.
We educate paddlers, anglers, officials, and communities about their rights and advocate for policies that protect public access statewide.

Tennessee Stream (TSPAC) is urgently seeking the details of any confrontations between private landowners and anglers or boaters on the following Tennessee Rivers:
Obey River (near Crawford, TN)
Roaring River (near Hillham, TN)
Submit a Landowner Confrontation Report today! While we have gathered evidence of navigability on all of these rivers, the State has not recognized them as navigable, which has invited landowners to claim the rivers as private. We need a record of angler or boater confrontations with landowners to support present and future legal and political actions to confirm public access to these rivers.

When dealing with hostile landowners, please be careful to remain civil at all times but insist on getting the information needed to fill out the report. It’s your right to get this information.
