CBE Programs and Courses are built based on the Backward Design Process.
Beginning with the end in mind the consider these foundational questions for CBE Development:
"What skills, abilities or knowledge (learning outcomes) must the learner master at the end of this program or course"
"How will those skills, abilities or knowledge be assessed?"
"What learning activities will cause the learner to be able to master the content?"

"What content is needed for the learner to achieve mastery of the defined skills, abilities or knowledge?"
