Land planning begins conceptual diagrams illustrating various land use alternatives. The various development scenarios are reviewed and modified until a single, preferred concept emerges.

Preliminary Master Plan

The preliminary plan is enlarged to show more detail, but is still flexible. 'Final' densities and project components are established; potential development costs are weighed against yield(s).
