The Planetary Council (Planeda Konsilio; Sanskrit: 𑼔𑽂𑼬𑼲𑼱𑼩𑼴 or Grahasabhā) is a component of the Protectorate that acts in accordance with the will of the Protector. It advises the Protector on matters pertaining to planetary governance and issues directives on behalf of the Protector. The Planetary Council serves as the mechanism for centralized control over Navodara, and it consists of all the dominion governors. It is also the one responsible for forwarding to the Protector the names of nominees for governor from dominion councils whenever one seat is vacant. The Council exercises an amount of rulemaking power, but these may be subject to the approval of the Protector or changes, if not repeal, by the Legislature. It also serves as a component of the highest judicial body in the land, the House of Settlements, alongside the Noble Order.
There are currently 235 gubernational seats in the Planetary Council, 11 for the councilors (excluding the State Councilor), and one for the Protector. The Council can only meet and hold discussions at the presence of the Protector or a councilor of their choosing. In practice, the governors elect a representative per region or sector (geographic but depends on the governors themselves) or affiliation (interests) who holds the votes of their electorate. This means that while there are officially 247 council members only a small fraction of them actually take part in day-to-day affairs of the state and most of them focus on governing their dominions.
