The dominions of Navodara are the highest administrative and political division of the planet. Each dominion may have its own unique government structure with the exception being the presence of a governor and a dominion council and the method of selecting them. In essence, each dominion is its own elective monarchy with the dominion council being the one with the authority to send a nominee or list of nominees to the Planetary Council for forwarding to the Protector, who make the final decision.
A majority of dominions are run like personal fiefs with certain noble families and their affiliates dominating their respective dominion councils, but there is a significant number of them which outsource administration ranging from some, specialized roles to almost the entirety of governance to third-party contractors, such as Vaĝrapalo & Kunuloj (V&K) and Novastelo Enkorpigita (Novakorp). A notable example of total governance outsourcing is Kriŝnaŝilo, home dominion of the current Protector Julio Vajroĉano, wherein Novakorp has a 99-year contract due to the supposed governor currently serving as the Protector of Navodara. Since his ascension to the Protectorate, the dominion council of Kriŝnaŝilo has not put forward a nominee for governor and has instead chose to outsource administration. For this specific agreement, Novakorp receives most proceeds for the first 50 years, except for stipends, allowances, pensions, and costs of living of the nobility, while the dominion will receive all of them for the remaining 49 years.
There are 235 dominions, which can be grouped into 47 regions or 5 sectors. There exist various regional, sectoral, and interregional councils, bodies, and organizations meant for coordination and integration. They are not necessarily state organs, but they act in a similar capacity. Notable interregional organizations include the World Integration Council, which focuses on economic and societal integration and development, and the Sectoral Forum, which is comprised of representatives from both the public and private sector to discuss trade, policies, and the like.
There is no predefined number of dominions nor is there any law that covers the creation, dissolution, or merger of dominions. However, it is implied that the Planetary Council is the primary body responsible for approving or ordering such. The last time this was done was in 583 when the dominions of Ŝafpinto and Bluainsularo were merged into Ŝujtakuto at the behest of the governor of Ŝafpinto and with the support of the then Protector despite serious opposition from the governor and nobles of Bluainsularo. In a 120-101-15 (Y-N-A) vote, the measure was adopted without contentions from the Protectorate and state forces were deployed to ensure compliance.
