O noble son, those beings who are dominated by passion—having paid homage to the Bodhisattva Mahāsattva Avalokiteśvara—become free from passion. Those beings who are dominated by aversion—having paid homage to the Bodhisattva Mahāsattva Avalokiteśvara—become free from aversion. Those beings who are dominated by delusion—having paid homage to the Bodhisattva Mahāsattva Avalokiteśvara—become free from delusion. Thus, O noble son, the Bodhisattva Mahāsattva Avalokiteśvara possesses great supernatural power.
The Planetary State of Siban (Planeda Ŝtato de Siban; Sanskrit: 𑼱𑼶𑼨𑼴𑼥𑽁 𑼔𑽂𑼬𑼲𑼬𑼴𑼙𑽂𑼫 or Sibān Graharājya), also known by the name of its planet Navodra (𑼥𑼮𑼾𑼴𑼣𑽂𑼬), is a planetary civilization-state comprising of the entire planet of Navodra in the K2-18 planetary system, populated by humans, flora, and fauna originally from Earth. It is theocratic in that a state religion, Buddhism, is being followed and its hierarchs wielding significant political authority. It has no contact or relationship with any planet, including Earth, after the only capable transportation spacecraft malfunctioned on its way back to Earth, ending any of the planet's connection with the outside world. It is unclear whether nations from Earth have been able to recreate the said spacecraft, but there have been no recorded instance of humans from Earth ever returning to or making contact with Navodra. The formal and official language of Siban is known as Esperlingvo (lit. hope language; Esperanto), while Antikvalingvo (lit. ancient language; Sanskrit written usually in Kawi or Akṣarakavi [𑼄𑼒𑽂𑼰𑼬𑼒𑼮𑼶]) is the ceremonial, liturgical, and religious language; however, there are other languages used throughout Navodra.
Siban is a quasi-theocratic, elective monarchy with limited, representative democracy. Its government is divided into different parts centered around the Protectorate (Protektorato; Sanskrit: 𑼦𑼵𑼭𑼯𑼴𑼱𑼥 or Pālaśāsana), referring to the office of the Protector of Navodra (Navodra Protektanto, lit. Navodra Protector; Sanskrit: 𑼥𑼮𑼾𑼴𑼣𑽂𑼬𑼦𑼵𑼭 or Navodrapāla), who serves as the head of the entire planetary state. Under the Protectorate is a body of advisors and representatives from different dominions in the planet called the Planetary Council (Planeda Konsilio; Sanskrit: 𑼔𑽂𑼬𑼲𑼱𑼩𑼴 or Grahasabhā), which also functions as a quasi-legislative body and simultaneously the mechanism for the exercise of the executive functions of the state. Rituals, ceremonies, morality, customs, and traditions are under the purview of the Noble Order (Sanskrit: 𑼅𑼂𑼫𑼱𑼪𑼴𑼙 or Āryasamāja), the central regulating body of Sibanic Buddhism, which acts as a counterbalance to the authority of the Protectorate. There is also the tricameral Legislature, divided into the Council of Elders (nobles and monastics), Council of Lots (individuals chosen by sortition), and Council of Banners (elected individuals representing different "banners" or groups).
A distinct feature of Sibanic society is the existence of Ascension Pits, which are arenas that exist in every dominion on the planet. Every ten years or as decreed by the Planetary Council, the Ascendance is held throughout the planet, wherein citizens of every dominion are given a chance to "ascend" and become part of the nobility by going through a horrifying gladiator games-esque trial. A year before the Ascendance, citizens would be given a chance to register until the day of the start of the event. The winners become elevated to dominion-level nobles, are given seats in their respective dominion councils, and may serve one term (until the next Ascendance) in the Council of Elders (chosen by sortition among winners). They also receive a large pension befitting their status, lasting up to three generations. Family members of those who join the Ascendance receive pensions with their sizes depending on how far into the Ascendance the participants got before they died. Thousands of people die every decade because of the Ascendance.
