The Legislature (Parlamento; Sanskrit: 𑼱𑼁𑼱𑼣 or Saṃsada), officially the Parlamento de la Planeda Ŝtato, consists of three chambers, namely the Council of Elders, Council of Lots, and Council of Banners. Its legislative authority is absolute with the exception of the Protector's rights to veto and amend any and all measures. Meant to represent all echelons of Sibanic society, the Legislature has mechanisms that Sibanites feel give them sufficient voice and participation in policymaking in the planet. Due to its tricameral nature, policymaking has been described as "slow and tedious" but lawmakers argue that the tricameral system is a feature that ensures effectiveness of the policies they create.
The Council of Elders consists of representatives of the nobility and religious hierarchs. There are four sections to the Council of Elders, namely the dominion nobility, the Noble Order, the military, and the senior secular officials. Each section is represented by 10 of their members, portioned based on either election (proportional representation) or sortition (by lots). At least one seat for the nobility is reserved for winners of the Ascendance. The Council of Elders has 40 members in total with a non-member presiding officer appointed by the Protector. It may introduce measures that are pertinent to the nobility, governance, succession, religion, security, law enforcement, government wages and pensions, and the like. Members are styled as "Member Ordained in the Council" or MOC.
The Council of Lots consists of representatives of the different industries and professions in Siban. These representatives are chosen by sortition from among willing candidates with the process being overseen by the Sortition Board (oversees all selection by sortition in state and religious offices). Each industry or profession is entitled to at most 5 representatives. The Council of Lots may introduce measures related to the labor, workers' rights, pensions, wages, franchises, monopolies, and the like. Members are styled as "Member Sortitioned in the Council" or MSC.
The Council of Banners consists of representatives chosen through election by the general public. The voting system employed is that of mixed member proportional representation, meaning all eligible Sibanites have two votes: a banner vote and an electorate vote. Citizens vote for a banner and a local candidate. The Council of Banners has a total of 345 members with the presiding officer, the Speaker, being elected by themselves on their first meeting. A member of the Council of Banners is styled as "Member Elected in the Council" or MEC.
