Here are the steps to purchase your first firearm
Eligibility
You cannot have a felony record. Some misdemeanors or juvenile offenses may also cause the State to deny you. Serious mental conditions/involuntary mental hospitalization can disqualify eligibility as well. Exceptions only for people who have gone through the court process of restoring rights with all document copies to provide for each transaction. It is not enough to expunge the record.
Must have ID/Driver's license AND permanent resident green card unless you are a US citizen.
If you are not a US citizen or permanent resident then you must have an Alien Firearms License for temporary legal residents
A. WA state ID is required for handguns and you must be at least 21 years old. This is the federal law. Alternatively I can ship it out of state or in state and your local FFL will handle it from there if you are not a WA ID + WA address holder.
Note: Washington residents can only buy pistols, manual action long guns, high capacity lever actions, and three highly specific semi auto rifle models or any 22lr long guns due to state bans. You cannot buy ar receivers, etc using your WA ID.
B. Out of state ID + your address listed on the said ID must not be in Washington. You can then purchase any long gun (incl. semi autos) or receiver as long as that outside state allows it. Some states require you to be 21 years old for rifles.

Do a similar form a second time for your State Patrol background check.
