The Special Area for Agricultural Development (SAAD) Program Phase 2 is a locally funded project that provides agricultural and fisheries interventions related to rice, corn, high-value crops, livestock, poultry, capture fisheries, aquaculture, and postharvest. It shall prioritize the poorest and most remote areas of the country that have not received support from DA/BFAR regular programs.
It is developmental and transformative in-nature where it aims to make beneficiaries from farmer/fisherfolk producers to entrepreneurs through the community-based enterprises.
SAAD envisions socio-economically empowered farmer and fisher groups who are active actors in agricultural development and nation-building.
We contribute to poverty reduction among the identified marginalized communities in the country through:
Social preparation that empowers rural farmers and fisherfolk;
Intensified Production, Livelihood, Marketing Assistance, and Enterprise Development interventions responsive to assessed needs; and,
Synergistic actions with the local government units, private sector, other government agencies, and stakeholders.
The SAAD Program comprises four major components, 1) Social Preparation, 2) Food Production and Livelihood, 3) Marketing Assistance and Enterprise Development, and 4) Program Management.
The SAAD Program Phase 2 aims to contribute in the reduction of poverty through the provision of agricultural and fishery interventions to the poor farming and fishing sectors.
Improve food production, household consumption and commercial purposes in areas of operation.
Complement with the DA Regular Programs in terms of beneficiaries and interventions.
Assist the beneficiaries in establishing community-based agriculture and fishery enterprises.
